I would bet a year’s pay that he’s in the water somewhere.

I’m familiar with the area Joel was last seen and there are several large bodies of water by route 13 near Galatia and Harrisburg. Since his car is also missing I would not be surprised if he went off the road and into water. I hope his case is solved soon.

Tried to find what has been searched.
According to the Williamson County Sheriff's Office, ground, air, and water searches have been conducted up to seven years since Moore disappeared, from the Ohio River to Carbondale, and several miles north and south of Illinois 13 with no results.

Team Watters Sonar And Recovery Team began searching for Joel around 2015, locating two vehicles in One Horse Gap Lake. They joined Chaos Divers who also searched bodies of water with sonar beginning ~2020 including Blue Hole, Glen Jones Lake, 4+ miles of the Kaskaskia River, Lake Kinkaid, local strip pits such as Belle Rive, and Tecumseh Lake.
Narked Divers searched Mine Lake in 2024.

The witness said she was positive it was Joel, and he was alone in his car. Joel's brother said he had friends in Harrisburg.
