BELLEVILLE, IL (KPLR) - The mother of a toddler beaten so severely parts of her intestines had to be removed is out of jail Friday night. Dawn Obptande is not being charged in the beating, at least not for the moment. The St. Clair States Attorney tells News 11 he wants the investigation to be completed before he makes a final decision on charges. Friday, investigators were back at the trailer outside Belleville where Obptande lived with her boyfriend, Kraig Monroe. Police say Monroe viciously beat Amanda Runyon, 2, earlier this week. But many believe it all could have been prevented.

Eleven days before the beating that hospitalized Amanda, she was taken to the Tree Hut Child Care Center for her first day of child care. Monroe dropped her off and workers there almost immediately knew something was wrong with little Amanda.

"Her leg was hurt and her mother did not know what happened," director Marva Smith says. "So we asked them to come back and pick her up and take her to the doctor. And that's what they did. And then it was discovered there were two breaks and mother repeated she didn't know what happened and we just felt that was something that needed to be looked into."

Smith says they called Illinois Department of Children and Families. She says an investigation was opened, and they followed up with the child care.

The problem is, there was miscommunication between DCFS and law enforcement. Officials there contacted Belleville Police, asking questions about Kraig Monroe's location. The problem is, the home where the attack happened is not in Belleville. It's also not clear if Belleville Police were even told details about the child and her injuries.

I could not agree more!! I really wish that was an allowable punishment! I mean, they allow chemical castration, so why not?!

The day care called Amanda's mother, who was not able to leave work, so the mother's "male friend" picked up the child from the day care.

WTF!!??!! I can not believe this statement! I have been unable to comment on this, until reading this latest scenario. Lock her up, get her children in a safe environment and teach her a lesson on valuing a man over your child, your flsh and blood who is helpless to help herself! It's bad enough she allowed HER children to sleep on the floor of a filthy trailer, so she could "get some", but to not leave when her daughters leg was broken in two places, to still allow that monster to watch her daughter, shows that she was aware of his abusive behavior and by allowing it to continue, she is an accessory to the crime!! Lock them up in the GENERAL population, throw away the key!

Found pics of this precious one...her name is Amanda...and more on the "investigation" of who knew what & when, and failed to protect Amanda.

A spokesperson for DCFS in Chicago says they did investigate suspicion of neglect involving Amanda last month, but they only talk to authorities once they find evidence of abuse. They say they will work with the sheriff in finding out exactly what happened in this case.

They dont have to talk to the sheriff-I will help them out, having only the benefit of media reports. Precious one had a broken leg while they were "there" if they were ever there interviewing her and/or Mom. In a trailer that was an illegal dwelling that was filled with trash and filth. After they left, big tough boyfriend decided that the next time he had a chance he would torture this child to death because her very presence drew the "bead" of authorities on him.

Fortunately he did not succeed. I say fortunately not knowing what her quality of life will be like, of course. It is heartening to read that she has a bio dad who loves her.

DCF cannot spin or wish this one away. See, she had a broken leg when they came, if they actually were there. Strike one. They failed to notify the sheriff's office when they inappropriately closed out the case.

They were wrong. So like many other situations we have seen like this, they should actually review how they missed the fact that this child was maimed and living in squalor yet they closed out the case.

I cant give the worker or workers a pass...not yet.

so tired of reading the same story over and over again......girl choses man over child, man beats child to death or maims them, cps/dhs/dcfs does nothing......

Ok y'all we can blame dcfs and the system, but there is a huge pink elephant in the room that no one is talking about. How do you stop someone from abusing a child or make a mom choose her kids over a worthless man? Or dads even? Women abuse too. There lies the real problem. Social services are there to help, but they can't police every parent. They save some and then there are others that slip thru the cracks. It can't be totally up to the state to carry the burden of social welfare. It's just too much IMO. No one wants to raise taxes but yet it takes money to run these programs and agencies to provide the type of resources we think they should have. Any government bail out or assistance comes mostly from tax payers.

Social programs don't generate any revenue like other government departments or beneficiaries. Banks, car companies, wars, insurance companies, etc all provide jobs, services, and contribute to the economy eventually. Social services? No. No profit margin. That's why they are very low on the priority scale. There are some that wish to get rid of all social services all together. I just don't know how we can prevent or stop child abuse at its base level, which is the parents or care givers themselves. You can punish with stiff laws but once the damage is done how do we know the abused kid won't become an abuser or worse?

Burbqueen, the only thing that will potentially stop this kind of disgusting child abuse won't be social welfare programs. No matter how much money we throw at them. It will be in restricting the freedom to procreate. And we'll never do that.
