I'll be curious to know if they are human or animal. My first thought was someone didn't want to pay for disposal.

Think of all the blood-born illnesses that can be spread if someone came into contact with a placenta discarded in this manner.

I don't think it highly dangerous for the population at large but could be dangerous for the few individuals that might come into contact with it.
