Could be, that he is obscuring it by wearing a mask, or "filter wear" for a purpose. That's my guess.

I did a quick emboss to see what information was there to work with and there is literally nothing detected. I have honestly never seen anything like it. There is literally no head there to enhance. Are there any other photos with this person in the sequence?

I was literally just thinking that! My guess is it's a side-effect of some very strong compression that took the island that made up the person's head and, not having detected enough of a change from i-frame to i-frame, re-used a previous frame's block.

Not for nothing, but this just brings back my idea of having a separate forum where we can share our favorite sleuthing tools and techniques!

Okay, even I opened my box of tricks for the photo.

He literally is wearing a mask, and probably a hat or glasses, which is why, only his nose is visible. So all you get from the photo is younger white male, with knowledge how to obscruct the camera. You can find dozens of ways how to do it online, and if my memory serves right... it's growing concern for LE.

I think he might be wearing a balaclava. The dark colored material blends in with the dark bushes making it difficult to extract the head from the background to enhance the photo.
The two white artifacts I’ve circled in the second photo may indicate that the one on the left is something in the yard behind the fence, not part of the man’s head or face. In that case he may be wearing the head covering of the style that has a single face opening.

I still wonder that people would pay attention for random person in balaclava? Tho whom I am to say it couldn't be! it's completely possible. My first thought was these neck wrap things, which you can lift in front of your mouth if needed (like scarfs.) and glasses, because of the weird white bars.

Phone? Tho it's kinda small. Other things coming to my mind is protein bar or something similar to iPod.

Yes, it could have been one of the neck gaiters.
It looks like he might have had a jacket on. If it was cold out, people wouldn’t necessarily think the face covering was odd. But if someone was bundled up like that on a warmish day, it would likely draw arrention.
