While working the FBI sent information to the ISP Cyber Crimes unit that an adult male was
ISP
soliciting female juveniles utilizing the social media platforms, Snapchat and Instagram. The adult male was using the username anthony_shots. Subpoenas were sent to Instagram and Snapchat for the anthony_sh0ts account information. The Inst—agram and Snapchat returns provided Comcast IP addresses. A subpoena was sent t0 Comcast for the IP addresses associated With the anthony_sh0ts account and they returned to in Peru, Indiana. The Instagram subpoena advised the Anthony Shots account was registered 0n 07/20/2016 and the Snapchat return advised the account was registered on 07/14/2016.
On February 25, 2017 at approximately 12:30 PM EST, the search warrant was executed on the residence
_partment. and his son, Kegan Anthony Kline were located in the residence.
had Comcast as their internet provider and it was a secured network. told investigators that Kegan did use Instagram and Snapchat.
At approximately 1:25 PM EST, Kegan Kline was interviewed by ISP Sergeant Kunstek and FBI Special Agent Willmann. Kegan was read his rights and agreed to speak with investigators. During Kegan’s interview, he initially denied creating fake social media accounts and talking to underage girls. Later in the interview, he admitted to creating the anthony_sh0ts profile and speaking to underage girls. Kegan told investigators he created the accounts approximately 6 months ago. Kegan stated he talks to girls he knows personally and girls he doesn’t know personally. Kegan stated he meets girls on Instagram. He said he knows the age of the girls he communicates With because he talks to them. Kegan stated if a girl told him she was 16 0r under he wouldn’t care and would still talk to them. Kegan admitted t0 speaking to approximately 15 girls that were underage and advised he probably received pictures from every one of them. He advised he saved their pictures to his gallery. During his interview, Kegan st-ated he was

After Kegan’s interview, he was polygraphed at the Peru State Police Post by Sergeant Matthew Collins. Kegan and Sergeant Collins spoke about this incident and case, Kegan again admitted to creating the fake anthony_shots profiles and speaking to underage girls. Kegan told Sergeant Collins the

Kegan described sexual pictures as bare breast, vaginas, butts and girls in bras and panties. Kegan also advised he received approximately 20 Videos 0f underage girls masturbating. Kegan stated he would masturbate to the pictures and Videos they sent him. He also communicated this to the girls Who were sending the pictures and Videos. Kegan’s polygraph questions were based on case, Kegan’s polygraph was concluded at approximately 7:30 PM and he was transported back to his residence.
The undersigned has watched the interview and polygraph recordings of Kegan Kline.
Multiple electronic devices were seized during the warrant including; an Apple iPhone 4, Apple iPhone 3, Samsung Galaxy SS, Samsung Galaxy S4, Nextbook Tablet and an Apple iPod Touch.
On February 27, 2017 Kegan contacted ISP Cyber Crimes Unit and told them he located his Apple iPhone 5c that wasn’t taken during the warrant. On March 2, 201 7 the unit obtained the iPhone Sc from the ISP Peru Post.
On April 24, 2020, Iwas assigned lead investigator for this case.
On Friday, June 12, 2020 I received the digital forensic examination from ISP Sergeant Chris Cecil. I reviewed the information and below is a summary of the forensic examination.
On Thursday, June 18, 2020 multiple law enforcement officials met With the Miami County Prosecutor to discuss this investigation.
Apple iPhone 4
This iPhone was named “Kegan’s iPhone” and was last utilized 0n approximately November 11, 2016. Kegan would’ve been 22 years 01d at this time. Access t0 this phone was protected with a PIN code. There were numerous usernames and email addresses located on the phone including;
The user 0f this device communicated With female teens and shared media files depicting CSAM (Child Sex Abuse Material). The user also portrayed themselves as a female teen using the name, emilyanne45. Many of the communications were recovered from Kik Messenger and Snapchat. Media artifacts were also found on this device. There were multiple CSAM and erotica media files which the user saved t0 the device or shared or received. There were CSAM files that depicted female children approximately 12 t0 17 years of age, posing nude and/or partially nude; and/or performing a sex act on themselves. There were files located which depicted children between the approximate ages of 3 and 11 engaged in a sex act with
girls ranged from 15 to 17 years old and he knew their ages be

an adult. There were also still images showing possible drugs and images showing Kegan with a black handgun.
On 05/14/201 6 there was a discussion that involved the user of the iPhone and another party sharing Dropbox public links containing CSAM and child erotica media files. Descriptions of the files are listed below the chat. The user of the iPhone 4 portrayed themselves as emilyanne45. The user had used the “Emily Anne” identity in 201 5 on the Samsung Galaxy S4 device.

This iPhone was named “Keggie z)” and was last utilized by the user on approximately 05/23/201 5. Kegan would’ve been 20 years 01d at this time. This device was secured with a PIN code. There were numerous usernames and email addresses located on the phone including;
There were no chat conversations from Skype or Kik Messenger recovered from this device that had evidentiary value. Multiple still images depicting females posing nude and/or partially nude; and/or performing sex acts on themselves were found. The ages 0f the females were indeterminate. Multiple user saved screen captures 0f conversations were found. In one screen capture, the sender specifically identified the receiver as Kegan. The user saved over two hundred still images to this device which contained location data that was embedded into the file. Approximately 27 of the still images depicted females who appeared to be at least 14 years of age or older. Some of these images depict nude female breasts or female genitalia. Some of the 27 images were geo-located in Indiana cities including; Bunker Hill, Galveston, Indianapolis, Kokomo, Monterey and Royal Center.
Web history was recovered from this device. Below is a sample of terms the user searched using Google.

There were some chat messages recovered from this device from MeetMe, Facebook Messenger and Snapchat. Conversations that took place between February 23, 2017 and February 25, 201 7 discussed meeting people in Las Vegas and prostitution.

This phone was named SAMSUNG-SGH-I337 and was last utilized on approximately June 25, 2015. The forensic analysis showed the device was powered 0n multiple days after this date but not utilized on those days. Kegan would’ve been 21 years old at this time. This device was secured by a swipe pattern and a PIN code. There were numerous usernames and email addresses located 0n the phone including;
—There were many chat conversations recovered from this device. Several conversations appeared to be With a female teen approximately 12 or 13 years 01d.
The user also used two profiles Kegan Kline and Emily Anne (Kegan’s step sister) to communicate with female teens. Conversations were found on this device where “Emily” discussed how she had sex with Kegan and his father at the same time.
There were multiple CSAM and erotica media files found saved to this device. The way the files were named indicate the images were captured by screenshot and /or received from Snapchat or Skype. Many of the CSAM file depicted female children approximately 12 to 17 years 01d, posing nude and/or partially nude; and/or performing a sex act on themselves. More still images depicting possible drugs and drug paraphernalia were found 0n this device.

There were numerous chat conversations recovered 0n this device. The user of the device used multiple communication platforms including; Facebook, Facebook Messenger, Kik Messenger, Meetme.com, Skype and Snapchat. The user 0f this device initiated conversations 0n Facebook Messenger and asked and/or suggested the conversation be moved to Kik Messenger or Snapchat.

There were multiple still images found on this device that depicted females posing nude and/or partially nude; and/or performing a sex act 0n themselves. The ages of the females were indeterminate. Four still images of female teens on the device contained location data embedded into the file. The locations of the images were from Hammond or Royal Center, Indiana.
There were numerous internet searches on the device. Below is a sample of the internet searches.

Apple iPhone 5c
This phone was named Kegan’s phone and was the phone he turned in t0 the Indiana State Police. The phone was last utilized on approximately 02/27/2017. Kegan would’ve been 22 years 01d at this time. This device was secured with a PIN code. There were numerous usernames and email addresses located on this device including;
The user 0f this device used Facebook, Instagram, MeetMe, Snapchat and Twitter t0 communicate or chat. Much of this data from these applications was deleted from the device. The examination found multiple still images saved t0 the device that depicted females posing nude, partially nude and/or clothed. The ages 0f the females were indeterminate.
On approximately 02/27/201 7 at 0948 hours the user cleared or deleted the Safari web browser history and website data from this device. During the examination, some information was recovered. Below is a sample 0fterms the user searched.
While looking over the Digital Forensics Examination Report, I noticed the user of the Apple iPhone 5c deleted multiple items off the phone before turning it in to law enforcement. On February 25, 201 7 the search warrant was served on the Kline’s residence and Kegan was interviewed and polygraphed. On February 27, 2017 Kegan called the Indiana State Police to turn in the Apple iPhone Sc.
On February 25, 2017 at approximately 7:30 PM, Kegan’s polygraph was concluded and he was transported back to his residence. The Digital Forensics Examination Report shows at approximately 9: 19 PM, the user of the iPhone 5c started to uninstall and delete apps from the phone. At approximately 9: 19 PM, the user uninstalled and deleted Snapchat. At approximately 10: 14 PM, the user uninstalled and deleted Instagram from the phone.
On February 26, 2017 at approximately 1:12 PM, the user uninstalled and deleted MeetMe from the phone. The user put Snapchat back 0n the device and 0n February 27, 2017 at approximately 1:28 PM, the user again uninstalled and deleted it from the phone.
Kegan admitted to using these applications to chat with underage gir—ls. The evidence contained in these applications were destroyed when the user deleted them from the device before turning it into law enforcement.
Law enforcement officers observed Kegan staying at his girlfriend, apartment 0n August 14 and 15, 2020 located at
