Information about the trail improvements

“We want to make sure every park and every trail entry point has some sort of cameras and some lighting and better signage and markings,” said Leahy.

In addition to the visible security measures, Leahy said a new E911 Overlay mapping system will give emergency services precise maps of where the trail markers are and how to access them—the goal is to reduce response time if someone calls in about an incident.

The task force signed a contract with Digital Video Solutions and Security, a company based out of Avila, Indiana, to install an estimated 70 cameras at trail access points. Members hope the cameras can assist law enforcement should any time of crime or vandalism occur along the trails.

The trail markers are essentially done and waiting to be installed along the path when the weather gets warmer. Leahy says they will need to wait until the spring before they can do trenching to bring electrical to certain areas, but she anticipates all the security improvements to be complete within the next six to eight months.

Lovely message from Abigail’s Grandmother

“Please accept this humble attempt to express the enormous gratitude that our families have felt during this past year since the loss of our girls, Abigail Williams and Liberty German.

From the earliest hours when neighbors and friends brought food and flowers to our doors, throughout the days, weeks and months that followed with cards, memorials and personal gifts of remembrances. We have been blessed by an unparalleled show of support from our schools and local business community, as well as the generosity from individuals and organizations all over our state and our country. We’ve been hugged and held by our dearest friends and embraced by empathetic strangers in the grocery store.

Every prayer that’s been said, every note that’s been written, every candle that’s been lit, every ribbon tied to a tree or lamp post, every orange light that burns touches us so deeply.

You have dedicated motorcycle rides, concerts, sporting events and numerous other occasions in honor of Libby and Abby. You’ve worn their names over your hearts and kept their memory within them.

While each new day brings the painful reminder of an empty chair at the dinner table, or a milestone that won’t be met, a missing face from a group photo, or a voice that will never again be heard on this earth, with each day we find love and comfort from our families and friends near and far, encouragement from our churches and pastors, strength and support from our community, and above all, hope and faith in God.

We are not alone in our suffering, as tragedy continues to touch the lives of many other families, even in the last 24 hours. Join us in praying for them as you have for us, knowing that it does make a difference. It cannot erase this awful void we now live with, but enables us grieve in unison.

To Abby and Libby’s classmates, siblings and young relatives, though the lights, ribbons and remembrances will always remind us of Abby and Libby, let them also remind you that this is how much you are loved by your family, school and community, and this is how much we care about you, and this is why your life is so important. Live with purpose.”

""I would ask for people to not compare photographs on the Internet," he said. "Please, if you have an idea of an individual, a comment, a phrase, a name, send it to us."

Then Carter turned his attention directly to the suspect, saying he believes the pieces of the puzzle will fall into place eventually, to lead to an arrest.

"I hope you hear me loud and clear," he said. "If you're watching this, and you're responsible, today might be your day. It might be tomorrow. But I guarantee you your day is coming.""

Libby German's mom grateful for Delphi murder investigators, prays for justice

"Timmons said she wants to eventually help other families coping with loss.

"You have no idea how hard it is to find a grief counselor for this specific situation," Timmons said. She said she would like to start a foundation in her daughter's memory to help others facing the loss of a family member to crime.

"In true Libby fashion, I want to help others and provide advocacy, counseling, alternative means of investigation," said Timmons, who traveled from her home in Kentucky to mark the anniversary of murders."

"A core team of 15 law enforcement remain working on the case locally, including the FBI.

The team coordinate with law enforcement across the country, whenever a tip is called in from outside of Indiana."

Trail improvements planned and funded, 1 year after Delphi double murder
http://fox59.com/2018/02/14/trail-improvements-planned-and-funded-1-year-after-delphi-double-murder/

"The Delphi Historic Trails represent about a network of roughly 10 miles of walking paths. They draw visitors and tourists to the county and to Delphi, but since the murders, Leahy said requests for trail maps have pretty much stopped."

Daniel Nations no longer a major concern in Delphi murders
http://www.kktv.com/content/news/Nations-no-longer-a-major-concern-in-Delphi-murders-474116613.html

"DELPHI, Ind. (KKTV/WTTV) - Daniel Nations, the man once considered a person of interest in the Delphi killings of two young girls,is not a major concern for investigators in Indiana.

"As you all know, we went out to Colorado and we spent a little bit of time with him [Daniel Nations], and he's not a person we care a whole lot about at this time," Superintendent Douglas Carter with the Indiana State Police said Tuesday. “Until somebody is arrested, we’re interested in almost everybody.”"

Good article on subpoenas and Carter asking someone to trust them:
https://www.google.com/amp/fox59.co...in-new-year-of-hunting-for-delphi-killer/amp/

"In the last month, FOX59 Investigates has learned law enforcement served multiple new subpoenas.

"In the past 30 days, all I have been dealing with is subpoenas," said Carroll County Prosecutor Nicolas McLeland. "I don't think it's been more than a dozen. I don't think it's been very many."

He's been on the job hardly two months and is trying to digest an overwhelming amount of information about the case.

"It is a lot of reading and a lot of late nights. When I'm home and the kids go to bed I'm reading over reports and trying to get caught up on every tip and everything that they have done," he said. "I just want to be a new set of eyes to look at things. And say hey, did we look at this? Did we take this angle?""

“I go back before DNA and cell phones,” said Ives who remembered prosecuting criminal cases in Carroll County with less evidence than in this case since 1987, “and I certainly would have said, if experienced investigators, as we have in this case, had the evidence that was available in this case, I would expect them to solve it within a month. That’s without DNA and cell phones which are a big part of what’s going on here.

From 2/22/17 and 7.17.17 respectively:

"Bursten (Indiana State Police Sgt. David Bursten) said it’s possible that even more than one person could be behind the killings, but investigators believe the suspect whose image was released last week at least participated in the double murder."
"Authorities have additional video evidence but aren’t releasing it to preserve the integrity of the investigation"

"A sketch authorities released Monday..................... was drawn in part from descriptions provided by someone who saw the suspect around the time the girls were slain, a sheriff said.""Carroll County Sheriff Tobe Leazenby said the witness saw the man walking near Delphi, about 60 miles northwest of Indianapolis,.... recently met with an FBI sketch artist to provide facial details for the rendering released by state police.

Leazenby said he cannot discuss where the witness saw the unidentified man, who authorities consider the main suspect in the slayings of 14-year-old Liberty German and 13-year-old Abigail Williams. He said the witness saw the man around the time the girls were killed."

(Posting this recent quote because here was a brief mention of the Flora Fire by Carter at the recent PC: )

O/T

http://www.wibc.com/news/local-news/indiana-state-police-looking-outside-indiana-answers-flora-fire

Indiana State Police are tracking down new leads outside the state in connection with a November 2016 fire in Flora that killed four sisters.

Indiana State Police Superintendent Doug Carter say that new tips have come from people in the community and they are now getting a better idea of what might have occurred before the fatal fire.

"Over time people are starting to talk to us about that place, about that home, about that area around that home," said Carter.

He says investigators are now aware of "some of the activities in and around that residence in the days, weeks and months leading up to the fire."

"She said: 'Some of our group contacted every sheriff's department in the United States. It was over 3,000 departments and they have sent the fliers to every single one of them, so at least every county has a flier.

'They are also contacting all of the college police departments. We have done mass mailings to people; when they go on vacation, they are physically hanging [posters].

'Our group has gone to post offices, bus depots, any place where people travel and hang posters so that his face is out there.'

The Pattys also attend different events to raise public awareness.

'We personally go to craft shows, the home show, festivals - anything that brings in people, we go. We set up a booth, we have his picture front and center. We tell the story, we pass out fliers. If they haven't heard about it, we ask people to share the story on Facebook,' Mrs Patty said.

'Our goal is to have his picture hanging in every store, every restaurant in every town in the United States. We want to make his world small.'"
