It sounds like there might have been some kind of lien on the property complicating things.

That's what I figured, a lien or they have some serious mortgage issues. Either way, it isn't right what's being done to them, since I think imminent domain is a bunch of bullarky anyway, but I do think there's a good chance they have been informed exactly what is holding up the process.
