The person who labeled it. Though, I must say, it does look like some sort of vehicle. Again though, this map it was pulled from was shot BEFORE Kristy went missing, so while it is something to note, it would predate her disappearance.

If the sheriff became hush hush when questioned about the VFW employees, my thought process goes towards an employee, past or present, looking to rob that deposit that was being counted. Maybe someone with a criminal past. KK comes back to get her phone and she catches them in the act of waiting to rob the place. Maybe she knows this person, a local who walked there...she's now a witness who could get this person in big trouble... her truck possibly sitting very close in a garage. Just thinking out loud.
