Indiana Black John Does, pre 1990s

I am trying to find any missing black folks from Indiana pre 1990s, and there are none on record. I could be wrong, but I find it hard to believe that there were no black missing folks from Indiana prior to 1990. In fact, there are a couple of black john does from 1983, but I can't find a single missing person of african descent. Does anyone have any tips on what resources I could use to look into this further? I strongly believe that Indiana has case files of missing black males that they have not put online. How do I dig deeper?

**I see that they have uploaded older case files but all of them are of Caucasian descent. **

Mods, if there is somewhere else I should be having this discussion instead, please let me know.

I'd start with FBI and look for 1983 NCIC stats; from there work your way to the state level and further drill-down.

I am sorry but I don't know how to do this. Can you give me a link? the FBI ViCap page only goes as far back as 2010...

I'm sorry but what does race have to with John/Jane Does? Why not just say unidentified people from Indiana? We are supposed to see past color and judge by character only

Because she’s specifically looking for black men, which is as valid reason as any?

Black (and hispanic, Asian, indigenous, etc, and particularly women) people are notoriously under-reported as missing people.

Here's an example of the info compiled by FBI.


As I understand it, this info began being collected in 1983. Just looking at the link I provided, I'd call the "Contact Us" info Contact Us | Federal Bureau of Investigation

That page provides a lot of different contact info - I'm pretty sure I have used it before to get local field office contact info, which might be a better way to get Indiana specific info, in addition to reaching out to the Namus case coordinator for that region.

One other thing I will mention, way back when, certainly in the early 90s - as I understand it (1) partial remains cases were very difficult to enter given the criteria requiring entry in NCIC, and (2) the originating agency was required on an annual basis to indicate they wanted the entry to stay in NCIC, instead of it being an automatic thing. So, if they did not specifically indicate to keep it in NCIC then the record was purged. My understanding is that both of these issues have been corrected/improved such that partial remains cases can be more easily entered and UID cases are Not purged unless specifically requested.

Another good place to look for otherwise unlisted (in NamUs/Charley Project, various state databases) missing people or Does is in newspapers. Subscriptions to archives like newspapers.com and newspaperarchives.com are invaluable.
