Interpol fugitives site not updated/useful?

Hello, not sure if I’m in the right place, but I’ve lately found a huge interest in the FBI/NamUs/etc. databases to try and help as many people as possible. I’ve kind of exhausted the main databases I’ve seen, so I went to the Interpol fugitives page, and I’m disappointed, to say the least, and I want to know if anyone has any info.

First, I found a man wanted in the Philippines for a crime committed ~10 years ago, but possibly living in the US. I literally just Googled his name and found his public voting record with a US state, saying he registered and voted last year. I don’t want to post any info unless it’s confirmed, because it could be someone with the same name and DOB… but it’s a slim chance. I reported the info, but why hasn’t Interpol found that info yet and had the US police arrest him? He’s facing a long prison sentence, so I feel like it’s worth the trouble to extradite him… so why not?

Then, I Googled John Lytus, wanted by Nicaragua for some horrific crime(s), but he’s been in Florida prison for over 5 years for similar crimes! How is he a fugitive if they know exactly where he’s located? Why are they still advertising on Interpol like they need more info about him, when his exact location (US prison) is plastered all over the Internet? Is it just a bureaucratic thing, or they haven’t updated the site in 5 years? Or are they just seeking other info like witness testimony?

Interpol notices are requests for cooperation between countries to help extradite people back to somewhere they're wanted for a crime. If a criminal is in country A and they don't care to arrest him and extradite him to country B, that's that unless he decides to travel or move. It isn't particularly simple to get law enforcement to cooperate internationally.
