From all I've read, it's a call for a GLOBAL demonstration in support of Hamas.
I googled "global jihad October 13" and sure enough, that's exactly what's been stated. Loads of articles, but here's one:

This makes me glad I’m not living on the edge of a large city any longer. Prayers that things will remain peaceful even if I don’t agree with what they are doing.
A small part of me wishes some one would drive by and fire blanks at them so they can feel the panic and terror the Hamas they are supporting did to those at the rave. Let them run for cover and cower and see how it feels to be terrified.

Well this is sad. He had a chance to stand a stand to the unprovoked attacks on innocent civilians and he instead makes a statement like this including what Israel is doing now as somehow part of the problem. The problem was Hamas attacked. Israel is defending themselves and a leader of the Palestinian people had a chance to really speak the truth and present a united front with Israel and instead the statement is Abbas rejected "practices related to killing civilians or abusing them on both sides".. One is not like the other.. one is intentionally seeking out those innocent people and going behind harming them to something else.. the other is collateral damage that is a direct result of the invasion Israel experienced.

Everyone tip toeing around THE issue. When will these leaders actually lead and stand up to terrorism and demand it be eradicated so every country and every person no matter their religion or what their heritage is can live in peace?

Abbas has been a paper tiger useful to HAMAS and all the FATAH anti-Israel policies.
