Why is so little information available regarding Jahzeel's case? I can't find any posts from law enforcement seeking tips.
No mainstream-media article mentions.

Who saw her last and under what circumstances? What is suspected in her case?

She was only 18-years-old.

It's puzzling. It looks like a picture has been provided by family or close friends but merely a Doe stub is all we have to go on.
 
Yesterday, I received the case files I had requested regarding the murder of Jahzeel's mother, Elba Rios, at the hands of Elba's ex-boyfriend, Rafael Mulero Sr.
What I'm reading has me absolutely sickened.
According to one police report, the local Hispanic newspaper, Vocero Hispano, received two anonymous phone calls from individuals who claim Mulero told them that he killed Jahzeel and disposed of her body "where no one would find her." One witness stated that Mulero said he put Jahzeel's body in the basement of a house he used to live in. Jahzeel was likely killed at the house on Banner Street and disposed of at a previous residence on Steward Street, which was vacant at the time Jahzeel disappeared.

Elba's father, Gilberto, came from Puerto Rico to assist an El Vocero Hispano reporter and a detective handling the case in finding Jahzeel. They were given reason to believe that Jahzeel had been buried at the house on Steward, but they never located a body at any of the properties where Mulero had resided.
I'd also like to note that Mulero was charged in a hit-and-run attempt against Elba's new boyfriend and his friend as they walked to work. Luckily, both men survived and identified Mulero's '88 Pontiac Grand Am as the vehicle that hit them. Mulero eventually admitted to running over the men and killing Elba after his suicide attempt, but he denied killing Jahzeel.
I also learned Mulero was charged with attempted murder of his then-wife after he broke into
her home (much like he did with Elba's). The worst part of this incident is that their children were in the home and witnessed some of the events.
