Wouldnt another issue be the creating and maintaining of the "alterate outlet" for these people?

I'm not sure I understand the question. Do you mean the difference between, say, drawing imaginary children v. cutting out pictures of real children from non-pornographic photos?

There are legal principles concerning one's control of one's own image, but I don't think they'd come into play unless the images were sold or otherwise distributed to others.

If you mean actions such as leaving one's simulated 🤬🤬🤬🤬 laying around for actual children to see, then I believe other laws would apply. But I haven't actually researched laws about exposing children to lewd images.
