There is a fan filmed clip on YouTube filmed from about the third row. Some fan yells very loudly "Kanye for president" and Kanye immediately looks and points at him. That's when he announced he'd run in 2020. It wasn't scripted and it wasn't serious. He was just a high, unprepared idiot on a stage without a script saying whatever popped in to his empty head.
