Ingram admitted even before the shooting, she was afraid of Flack.
He was schizophrenic. He heard voices. He was very out of control, she said. Its like if you look at somebody, you can tell either you got feelings or you dont. And he was kind of a shell.
Flack was supposed to be on probation for 15 years, but it ended up being just four. Ingram describes it as getting a slap on the wrist for almost killing my brother.
I think Franklin County dropped the ball and could have done more then and this wouldnt have happened.
If they would have done their job with Steve, Kyle wouldnt have been able to do this today. These families how will they feel when they find out Kyle has done this before?
