Circumstances of Discovery
The skeletal remains of the decedent were found in the northeast part of Trego County. Authorities believe the decedent had a muscular build, indicating he might have been involved in some type of heavy work. His body was found with no identification.

The first person that comes to mind for me is John Wayne Dalton, based on location and timeline (and, for what it's worth, he does somewhat resemble the reconstruction).

Trego County John Doe 1995 | DNA Doe Project

Description:

On February 19, 1995, a young girl was hiking in a pasture in Trego County, Kansas, an area approximately one mile from Interstate 70 and the small town of Ogallah. As the girl approached the banks of a small, secluded pond, she discovered a human skull in the mud. Investigators located additional bones and clothing remnants scattered in the surrounding meadow.

The man was estimated to be between 5’10”- 6’1” and 180 pounds with a muscular build. He had shoulder-length brown hair, and his teeth had extensive, high-quality dental work. A black, nylon back brace that was located near the remains indicated that he may have had an occupation that involved heavy lifting. The man is believed to have died between October and December of 1994. His cause of death could not be determined.

Based on the clothing remnants that were discovered near the remains, investigators believe that the man had been wearing bib overalls, a thick, red felt coat, and a plaid shirt. One new hiking boot with a Vibram sole was also located in a ravine, a short distance from the remains. There were several hair elastics inside one of the pockets of the overalls.

Back braces aren’t just used for heavy lifting. He could have had back problems as well and wore it. Bib overalls are commonly worn by farmers, painters, people working in carpentery or construction or mechanics. So could have had any of these jobs, he could have worked outdoors because of the felt coat he was wearing, this guy was obviously trying to keep warm from something. I don’t think he was homeless or a transient either because of the expensive and extensive dental work.

A second theory I have is That he had spinal stenosis which would also explain the back brace, and he possibly couldn’t walk very good or at all and someone left him/threw him in the pond to drown or left him there to die of exposure, knowing he couldn’t move very good or at all.
