Per WKYT, she allegedly told police that Chloe didn’t actually go missing, as she reported earlier this month. Instead, she reportedly said that the little girl climbed on a shelf in her bedroom and fell off sometime in August of this year. Slaughter reportedly told police that she didn’t seek medical attention because she was high on illegal narcotics at the time of the alleged accident, which resulted in Chloe’s death.
In court on Monday, Whitley County Sheriff's Lt. David Lassiter testified he received a welfare check from the family on November 13, and that later led to a missing person case. When he showed up at the home, he said it was "filthy" and that it was covered in urine and dog feces. There was also a padlock on the door of Chloe's room. Officers later received a search warrant, and when they lifted up new plywood on the floor and found more plywood underneath. The staining on the floor reacted with hydrogen peroxide, which reacts to blood.
Lt. Lassiter says both indicated they were high at the time of the arrest and mentioned marijuana and meth. He estimates he saw a few grams of heroin in the house and a small amount of marijuana along with two scales. A 9mm firearm was also found inside the home.

The judge agreed to lower Slaughter’s bond to $250,000, but kept the bond for Hayes at $500,000; the case will go to a grand jury for possible indictment.

So we are to believe that while Hayes was known to "discipline" Chloe to the point where Brittany would need to intervene, Chloe's death was accidental and her own fault for climbing on a high shelve she was known to climb on and fell.
