I know this could be a veeeery long stretch, but could Barbara Nellie Lunsford case from 1963 be a possibility. She has an eerie resemblance. I dont know whether DNA could not have degraded to the extent of giving a false PMI as recent as 1990... what do you think?

In Kentucky, the company has successfully put names to seven previously unidentified people and is currently working with Shively Police on an eighth case.

Jane Doe, Shively​

Shively Police has partnered with Othram Inc. to identify a woman found in July 2005. Partial skeletal remains were found when a construction company was clearing a lot in the 3600 block of Seventh Street Road.

She was a white woman, believed to be between 20 and 40 years old, with straight brown hair. Police also believe she was 5'2'' and had a "distinctively narrow" nose, according to an Othram website
