Brown, the cousin of Elkins' wife, recalled how Elkins recently took the kids to church.

"And they were dressed so cute. All dressed alike," Brown said. "The Pugh family is a happy family. A joyous family. I’m not sure what happened ... I’m asking the nation for prayer. For the kids and the Elkins family.”

Shreveport officials have described the shooting on April 19 as domestic violence, saying Elkins shot the mother of his children and another woman, as well as his seven children and one of their cousins. Court records show Elkins married Shaneiqua Pugh in April 2024. Another woman, Christina Snow, sued Elkins for child support and was granted joint custody of their child, Sariahh, in 2017, court records show. Sariahh, 11, was among those killed in the shooting.

Elkins served in the Louisiana Army National Guard from 2013 to 2020 as a signal system specialist and a fire support specialist, an Army official told USA TODAY. He never deployed. At the time of the shooting, he was working for the United Parcel Service, the company confirmed

Snow was shot in the face, according to her cousin. He said Snow’s mom told him that the bullet went through her nose and is still lodged in her face.

“Doctors say they didn’t want to do surgery and risk it,” he said.

Snow can talk, but she has memory issues, Jamarckus Snow said, recounting what his cousin’s mother has shared with him.

One day, she’ll remember they’re dead. I heard yesterday she woke up and was like, ‘I got to get my kids ready for school.’ She’ll lose memory of what happened,” he said. “One day, she’ll know, and the next day, she’s thinking her kids is still there
