It would be helpful if LE disclosed more about the why they think this UID is Baines, what they did to check this out and what the results of that were.

Only evidence of Frank N. Baines in Louisiana. Don't think he's listed as missing anywhere.
It seems that there is Frank N. Barnes in Batton Rouge, 63 years old, born on January 11, 1960. Two associated persons born around 1980, maybe his children. I guess LE is able to find this info as well. It's possible he was estranged from them and they don't want to get involved (give DNA) so LE can confirm an identification.

The namUs page does say Baines, not Barnes.
I messed up, sorry. I thought I deleted my post (after seeing that it is not Barnes, like it is said in the first post) but Baines, but something went wrong.
