What is the accountability of LE, the coroner etc in a "parish" (I still don't know what that is....hint....hint....)

What about State Police etc, do the "parish" police not answer to anyone......

I don't think that I would last long in Lousiana.....I really don't........

Golfmom: You know what....I don't know about small claims in the states, but if these people brought this in a suit, it will not be cost effective. I am sure the "parish" knows this. Also of course this family would be "shuned" by suing to get their money back for the autopsy. Or worse.........

What would be the recourse for this family..........

A parish is a county. Louisiana still exist under Napoleonic Law. It is the only US state that uses this term.

The State Police is a separate entity from parish government. Actually, that would be a good choice for further investigation. Suing locally would be a waste of money and time.

So it is kind of "keep it in the family and don't breathe a word to anyone" kind of mentality. We all know what is going on, know that we can get in trouble, but don't tell anyone else who might ask questions or do anything about it.

I don't undersand what the State Police are doing. What do they do exactly for the State.

So each "parish" county has their own police.......no one to be accountble to, no one to answer to, they basically do whatever they want......

So if a person say deals drugs and is the son of a person with influence with the "parish police" they can and will actually do nothing because they don't want to sod off their friend.......

The State Police actually patrol the interstate roads and such. Their heirachy is to coordinate inter county and in this case, inter parish endeavors.They are concerned with trafficking in drugs, etc. They are more of an arm of the State vs. local government.

You are absolutely correct if in a parish or county that the perp is influential some of it would go away. This exists in pockets all over the country not just there, however, the wall of protection is more apparent at least to me.

None of this would exist to the proportions it does if there were more investigative reporters. The ones that stay dogged on the job vs. relinquishing the story with the least provocation. A female reporter from Baton Rouge named Melissa Moore was the most importent reporter to ever come out of that area. She brought out all the uglies about HOW many women were missing and murdered. Of course she lost her position with the major newspaper and was relegated to LSU's newspaper but she still reports. I always hope one of the bigger syndicates will pick her up as she is so good at what she does.

I live in a rural county in Ohio. It is the same way here. It is not so much what you know, or what you have done- it is more who you know and who you have done. As kgeaux said the good ole boy network.
If you belong to the right political party- or have the right social contacts, or enough money- your ok. Otherwise.................just don't get accused of anything or expect anything to come of a crime you report.
I recently posted a story from my county. Re hate crimes being reported and not investigated. http://websleuths.com/forums/showthread.php?t=28247 I haven't looked, but don't expect that it will even be mentioned in my local paper. It was mentioned once on a Cincy TV channel- but none of the other networks ever picked up on it.
And it isn't just my county. It is all of the rural counties surrounding me.

And that is a protective mask for people living in those areas. The problem is they avoid and don't look at probable serial killers or other local perps. They don't want one inch of acknowledgement as this hurts the tax base. I will just keep commenting as I don't have faith in a lot of local governments.

I have an idea for the "coroners" of this parish.

Have them watch CSI and Quincy and tell them, now watch and learn, this is TV, but is is based on what the real job entails. Notice that they don't just look at the bodies and say Naural Causes.

You see the women on CSI just found out the cause of death, she did an actual autopsy. Did you see the crime scene......there was blood and violence..........did you see her take the bullet out.........

Now for a quiz......if there is blood at a crime scene and a dead body, is it
a)Natural Causes
b)An alien
c)A homicide

O.K. parish coroner you put your hand up first.

No.....parish coroner it is not an alien or natural causes.

O.K time for a re-run, now parish coroner, can you please pay attention. It seems last time you were not paying attention the first time around since you got the quiz wrong

ROFLOL! Yep that is about the way it goes. But what they really say is "but that is only on TV". "They don't have budgets on TV." If people would pay for their own autopsies, we could afford to do more of them- as soon as we found someone qualified.

What gets me: Isn't there some state law that require an autopsy to be done in specific circumstances.

How can an insurance company accept the cause as Natural Causes when no "cause" is listed.......

Shakedown........what these "parish" coroners do is exactly that.

This is so surreal.........so disgusting.......

January 2009 - arrest:

Forty-three-year-old Ricky Buxie is being held in the Opelousas City Jail Wednesday on charges of first-degree murder and aggravated rape.

On July 16, 2005, Hutchins was found dead in her home. The St. Landry Parish coroner's office originally ruled her death an accident but that was a ruling the family would not accept.

The family hired its own forensic expert, who ruled the death a homicide...

Police Chief Perry Gallow said the break in the case came Tuesday when DNA evidence taken in the initial investigation was matched to Buxie by the Acadiana Crime Lab.

Me too Georgia has really come a long way and most PD and government agencies like the GBI, MEs are top notched and very knowledgeable.

The coroner in my town would certainly have declared this a murder shortly after viewing the crime scene and the body.

This is beyond ridiculous.

Now I love the people of LA but dont think they have advanced much from what they have always done.

I have a friend now retired that was a Detective in New Orleans, she retired early because of the constant corruption and threats made to her and her family. She said you could trust no one and what you knew if you breathed a word could get you an unexpected death sentence. Some in LA dont play around.
