Circumstances of Disappearance:

Billy was reported missing in November 1977. His car was found abandoned on the west side of the new Mississippi River bridge, a suicide note and his wallet inside. No body was ever found. Authorities told Stagg's family he probably had jumped to his death, however left open the possibility of foul play.

A passerby later said that she had seen a young man walking from the bridge at the Plaquamine exit on the same day that Stagg disappeared.

What is the relevance of that to this case?
He is rumored to be a member. Someone who voluntarily took on and maintained John Doe status. I'll post a link in a bit

So, he staged his suicide to join a cult?

Would be interested to see if there was anything else learned about him

Presumed located? Where? How? His case has been removed from NamUs, but there's no explanation.
What is the evidence to say he joined to a cult?
I'm not very sure about last sighting date.
I read he disappeared in 1970 or in 1972. Porchlight, for instance, mentions 1970.
The seven years span makes me think that maybe his family wanted to declare him deceased and had to report him missing to do so.
In that case, he may be considered as a possible match for John Doe of Plaquemines (1975).

Although, I found something interesting on My Heritage Web page: Hilary Stagg Family History & Historical Records - MyHeritage
Hilary Harmon Stagg (1954 - 1993)

I think this might be his mother.
She is preceded in death by her parents, Marie and John LaBauve; husband, Hilary H. Stagg, Sr.; sister, Juanita Mattingly; 2 grandchildren; and grandson-in-law.
Marie is survived by her children, Linda Gray, John and Esther Stagg, Debra and Thomas "Gene" Campbell, Hilary H. Stagg, Jr., Kenneth W. and Karen Stagg, and Maria "Terrie" Stagg; siblings, John "Jack" LaBauve, Jr., Jules "Bo" LaBauve, and Winifred Landry; 9 grandchildren, and 9 great grandchildren.
