DCF to review its cases on Bella Bond
Baker says agency will institute new rules after death
The state Department of Children and Families will review its involvement with the little girl found dead on a Deer Island beach in June and move swiftly to implement a series of recommendations to identify and protect children at risk, Governor Charlie Baker said Sunday.
DCF will “take a good look at the case” and update its risk assessment and intake systems, Baker said while attending an event in South Boston. “Tragedies like this illustrate just how important it is we get this done and get it done quickly.”
Bella Bond, known to the world only as “Baby Doe” until the arrests last week of her mother and her mother’s boyfriend, had been the subject of a DCF investigation twice before — in 2012 and 2013 — following reports of neglect made to the agency. DCF spokeswoman Andrea Grossman said the agency is unable to discuss the details of the case, which was closed over two years ago under the previous administration.
Thank god. I know I wrote a long post in this thread already about this, but as a former social worker in that field, risk assessments are crucial as are safety plans. Any factor with a risk rated higher than "low" must be explained in detail and steps must be clearly documented and services implemented to help mitigate those risks, at least thats the theory. The intake department that does the initial investigation and risk assessment wouldn't close a case with a high risk factor. One of the risks we used was past history of parent and if that's not enough to put red flags everywhere I dunno what is, same with substance abuse. Maybe every state is different, I'm glad they are reviewing. Sad all around. I highly suggest that anyone on here who has issues with child welfare in our country and who has the time, volunteer for CASA. My friend runs it in our county and it's a great program. They review everything in open cases that are court involved with the best interest of the child in mind, and are wonderful people. I loved working with them because it was all about the child!
