I disagree. Physically mature maybe but in terms of emotional maturity there is a world of difference between an adult in their early 20s and a child of 14 or 16.
Their expectations would be so different that any sexual activity between them would certainly involve an element of grooming, lying, gaslighting and coercion.

So it is basically an adult and a child.
Yep been teaching for years and the difference between 16 and 18 is collosal. An age of consent of 16 is really a balance between protecting teens from predatory adults that can coerce and confuse them and allowing hopefully healthier interactions with their peers.
