Making a thread more 'public'

Does anyone know if there is a way to pump up a thread for publicity?

Down the bottom of a thread it says things like 'Digg' & 'tags'....how do we work it so a thread on a missing person gets in that mix? Is the tag for outside search engines or WS search only? Is there a way to attach 'tags' etc?
