SACRAMENTO, CA -- The man accused of kidnapping Jaycee Dugard, Phillip Garrido, had a victim before Dugard was even born. It was Katie Callaway Hall. She is the South Lake Tahoe woman who was kidnapped and raped by Garrido in 1976.

Garrido was sentenced to 50 years for that crime but only served 11 years before being paroled. Callaway says a paperwork glitch kept her from being notified of Garrido's early release.

Instead, she found out when Garrido walked up to her in the Nevada casino where she worked. In California, there's a law in place to prevent this kind of thing from happening. It's called "Marsy's Law" and voters passed it in 2008.

It's named for Marsy Leach, who was murdered by a stalker and ex-boyfriend.

The law allows the right to receive reasonable notice of all public proceedings involving the defendant, the right to be heard at those proceedings, the right for victims to be informed, upon request, of the conviction, sentence, place of incarceration, scheduled release date, or when a defendant has escaped. It also gives the victim the right to participate in the parole process.



I hope and pray this law helps future victims and the public stay safer in regards to all criminals! We need more legislation along these lines!! This is a victory for those affected by crime!!
