That is not the same person. He was found in Hanover and the guy in this post was in Annapolis.

On Wednesday, police announced that the man was identified as Zoltan Hamor, 40, of Hungary. Department of Natural Resources Police said he had been living on a boat and was working in the U.S. on a visa.

Thankfully for his friends and family he was only briefly a UID. My money still says health crisis of some kind while working on the bottom of a boat, scraping the hull or unfouling the screw, something like that.
