If Luna would have told LE he was kidnapped and forced to go to an ATM machine, wouldnt it be odd he only took out 200 dollars?
And wouldn't they question as to why his attacker allowed him to walk into a gas station to pay for gas?
On the flip side, if there WAS an attacker, the same questions would apply.

I hv always leaned towards staging a kidnapping and self inflicting wounds..but poking yourself 36 times and self injuring your genitals seems overboard, ..no (?)
Also, why stage for over 6 hours?
If he didnt hv his phone , what was his plan...to say he broke free from his attacker and go inside a 24 hour mini mart or wave down a car?
He left his glasses behind in his office, do we know if he needed them to drive in the dark?
The injuries could have all been inflicted after JPL entered the parking lot. We can't know if that is the case or not.

If this was staged, he was in walking distance of the Turnpike exit and Acme supermarket's main distribution hub about a mile and a quarter away walking; it is right beside the toll booths, so he would have seen it. There were also houses and farms, though I am not sure what the reaction would be to a Black man, covered in blood, banging of the door of a farmhouse in Amish country at 4:45 AM would be.

The genital injury was a bruise and most of the wounds were superficial.

He could have claimed that it happened after that.

I think the question might have been at what point would he have claimed to have been abducted.

JPL headed away from the Federal Building, in the opposite direction from his house when he got on I-95. He could have claimed that someone grabbed him at the Federal Building or he was driving on surface streets.

I remember the day. We had snow and was listening to accounts and then clearing the walks.

The snow may have had a factor in searching the scene.

A few other questions to ask.

1. Other than JPL and his family members, was there any evidence of anyone else in the vehicle? There were reports of a different blood type found, but those could be from family members.

2. Any evidence in the trunk?

3. Any surveillance recordings from the Federal Building?

4. Any evidence on either knife?

I would like to know what the contributing factor was that led to the Coroner ruling this a homicide ?
No camera footage at all...ATM, gas station, toll booths, parking lot where Luna worked?
Blood was found on one of the tickets from the tolls...was it his? This would imply that the knife pricks started before he ended up at the ravine area..
Also, he grabbed his coat, but not his glasses and cell...
Any bruising around the neck..as if though his ID badge was used as a strangulation or holding device?
The drivers side door was open, so I assume Luna exited from there...but the pool of blood was in the backseat....
I have so many questions...

There were no strangulation marks or bruising on the back of the neck.

A small drop of Luna's blood was on the ticket, but he did have a prior cut on his finger.

The back seat would give JPL or an attacker more room to stab, if he was partially reclining across. possibly even with the door open and his legs outside.

Toll Booths in 2003 may not have had cameras, or had them only for license plates. The ATM camera was down. The others have not been released.

His cell would ping off towers, possibly. If I wanted to do something covert, I would not take my phone.

I thought the same thing about the cell phone..bouncing off towers.
Could be why he used his EZ pass and switched to paying..or vice versa .
There must be something on the footage as to why they won't release any of it. Unless its useless and there is nothing to see.
One thing that stands out..if Luna didnt want a travel log from pinging off towers from his cell phone, why travel for hours through different states using a Credit Card/ATM and various tolls recording his license plate and EZ pass usage..that's a travel log in itself.
Why not just go and park somewhere?

And how do we know Luna was the one driving?
