It really makes you wonder how many one-off killers there are out there, who "turn over a new leaf" and walk among us. JMO.
The answer is... a lot. I've come across them time and again, finally being exposed by investigative genetic genealogy. I'd say in the 150 or so such cases I've covered, about 70% are one-and-dones in terms of murders. They've almost all done SOMETHING, though - just as Gligor had (the documents reveal that he was a petty criminal in high school, and he has a theft charge on his record).

The judge's assistant tells me there is NO remote broadcast of the hearing. Anyone who wants to attend, must do so in person.

'MONTGOMERY COUNTY, Md. — A D.C. man will spend 22 years in prison, 24 years after strangling his ex-girlfriend's mother to death inside her Chevy Chase home.
Eugene Teodor Gligor, 45, was sentenced Thursday. In addition to the prison sentence, he will spend five years on probation.'

''The case file also revealed another lead: Roughly nine months after Preer’s murder, police had received a tip from a former neighbor of Gligor’s who thought he may be somehow related to the case. The tipster said Gligor’s home was “often visited by the police due to noise and nuisance complaints, underage drinking and drug use.” The Gligors had moved out of the neighborhood three or four months after Preer was killed.

''Police determined Gligor, who stilled lived in D.C., had previously been arrested for weapons possession, DUI and theft, and had been listed as a suspect in thefts from residences and burglary, but had never been arrested in a case where his DNA was obtained and entered into a national database.''

How many other victims were there in the interim? Doubtful that he only killed once.

And what is the deal with "five years probation" following an unspecified length prison sentence?
