The Capital newspaper of Annapolis reports that the charges were filed last week against Charles Edward “Pete” Richter, 67. He was earlier charged with murder in the April 2011 shooting death of his neighbor, Mark William Xander.

The Queen Anne’s County Sheriff’s office says that while searching Richter’s home following the shooting, deputies found evidence of child pornography. The statute of limitations for filing charges was one year from the date the evidence was collected.

Richter received 20 years for second-degree murder and an additional five years for his conviction for using a handgun in the commission of a crime of violence...

Richardson said Richter "blamed Mark Xander for a crime Mark didn't commit," in reference to the burglary and vandalism of Richter's Emory Circle home before the Richters moved in to the neighborhood in the 1990s.

The state said Richter carried hatred and obsession from the unresolved incident, calling him "an angry man who carried a gun with him everywhere," and citing neighbors who termed Richter "a ticking timebomb."
