I believe that Honda Motor Scooter may be a key piece of information for this young man.
Looking at 2007 Honda scooters, there appear to have been at least 8 different models produced.
With today's DMV requirements (not known in the time frame of discovery or couple of years prior) registration + license is required.

If it is attached to him in some way (whatever way - bought, borrowed, stolen, etc) there might be identifying info on the scooter that could help lead to his identity. If he didn't own it, there may have been a report filed. There should be a VIN # somewhere on that scooter.

With regards to the "map" location on his case in Namus - is this GPS value the actual location of his remains, or instead a general GPS value for the area? Does anyone know what is supposed to be entered?

I think it's just a general area indicator. I've seen a lot of maps on NamUs where the marker is put near a local government building like a Court or City hall. I think it has to do with what google maps decides the GPS value of the city or town is.

Poor young man. Probably a teenager, he's been in NamUs unidentified for a long time :(

The Namus site is pretty short of details. What skeleton remains were found? No torso, one or both both limbs missing, one or both hands missing. Does that mean they have a skull? What about dentals if they do have a skull? And the scooter.

If they think the UID has been there since 2004 that doesn't exactly narrow it down, scooter-wise. Just for the year 2004 there were 9 different models. Providing the colour of the scooter could help.

Also were the remains in a drainage ditch beside a road or a trail? Could the deceased have been hit by a vehicle and lay there unknown for a couple of years or was the location in an area where someone wouldn't normally be on a scooter?

He was from North Carolina but it was thought he may have been trying to get to his dad who lived in New Jersey. I think the route would have taken him through MD.

I'd like to know if LE found a VIN plate on the scooter. It certainly should have one. If it was taken off, that's hinky right there.
If the VIN plate was there, it can be traced to see who the last legal registered owner was.
Although that doesn't mean this scooter wasn't stolen at some point.

I was also wondering why you'd be on a scooter in rural Maryland, but looking at Google Maps, it's only about 10 miles to Andrew's Joint Military Base, and only about 25 miles to Washington DC.
So not as remote as I imagined it.

Having the scooter info would really be helpful. I don't believe the info would have been entered into his case if there wasn't a possibility it was connected. If the authorities believe in the possibility then the make and model would possibly help narrow the window on estimated death. If it was a 2007 model scooter, then that would be in support of the Namus PMI of "months".

Additionally, the condition of the scooter and location to the remains could also be helpful. I too wonder if perhaps he wasn't involved in an accident - perhaps with another vehicle or in an effort to avoid such took the scooter off the road and into the nearby wooded area. I'd really like to know where his remains were located, specifically.

I don't believe for a minute there is no one looking for and wondering where this child has been for the last almost 15 years.

Assuming I know how to use Google Maps correctly, location would be somewhere in vicinity to the blue map pin in image. This location is within 20 miles of Washington DC with a myriad of metro-dc areas in both VA and MD with major interstates and frequently used roads.

Ritchie Marlboro Rd do intersect at Route 4 but it is a "T" intersection so you have to turn either left or right onto Route 4. It would be nice to know just how close to R-4 the deceased's remains were found. I tried to look for drainage ditches along Ritchie Marlboro Rd. There is quite a bit of new housing along stretches of the road that probably weren't even built when he was found.

I looked up drainage ditches in that location and got this website.

It's not very helpful considering there are 821 miles of drainage ditches in MD . There is an image of a drainage ditch with a path running beside it which if I was a teenager, maybe one without a license, would think it's be a fun place to ride a scooter. Apparently most drainage ditches were designed for agricultural use but now many of them are built to support storm drainage from city and towns, etc.
