Circumstances of Recovery
Skull was located below the Whalesback on Route 9 in Aurora. It was found on a slightly elevated portion of ground with several tress. About 10 feet away was a maroon colored sweater.

One or more limbs not recovered
One or both hands not recovered
Condition of Remains: Not recognizable - Partial skeletal parts only

Aurora, Maine had a population of just 93 people in the 2020 census.

"Whalesback" is apparently a scenic turnout off the road, so if found below the Whalesback I am guessing this means he was tipped over the edge of the viewing point.

Route 9 runs from the New Hampshire border to the Canada-US border. So we could be looking at someone who commenced their travels in Canada.

This is the only possibility I could find, I don't know if it has already been ruled out
I'm not an expert on water flow, but I believe if he jumped off that bridge he would have gone South towards the ocean, not north towards Aurora

Maine missing persons count has dropped by 2. Anson Snowdeals body was identified today, im assuming the other one is related to these remains

Circumstances of Disappearance
It was reported that Newell had previously traveled by bus Bangor Maine and had been hospitalized there for a short time. He was released from the hospital on 10/04/1994 and not seen again.
