Another one recently nabbed in Maine in March. Oh yeah, this is one of those RSO's that Maine allowed to be removed from the registry... reformed man huh? Wake up Maine! :banghead:

A 66-year-old man charged this week with having child on his computer is believed to be the first person to face such allegations after being removed from Maine’s sex offender registry, law enforcement officials said Thursday.

Larry Smart is one of 304 people who have successfully petitioned to be removed from the sex offender registry since a new law went into effect in September allowing some offenders to be taken off the list, said Matthew Ruel, director of the state bureau of identification.

“This is the first case that we know of in which someone has allegedly re-offended,” Ruel said.

Smart, from the western Maine town of Mexico, was charged Tuesday night with possession of sexually explicit material showing a child under age 12, said Sgt. Glenn Lang of the Maine State Police Computer Crimes Unit.

Smart, who remained at the Oxford County Jail in Paris on Thursday, was convicted of gross sexual misconduct with a teenage girl in 1985. He was removed from the sex offender registry last October.

Just like to add here, In 2006 a Canadian resident came to Maine and supposedly randomly selected two RSOs from Maine's RSO website, went to each of the offender's homes and killed them. Just as you'd expect, RSO's exploited this to the max. I DO NOT advocate anyone doing what this young man did - however, I do find it quite ironic (and rather pathetic) how "they", the offenders, cry, "two is too many" in protest of having their names on the registry, claiming that it makes them a potential target. Imagine that, the hunters don't like to be hunted. It hadn't happened before and it hasn't happened again since that time so let's put the focus back where it should be and that's the number of children who have been/are being preyed upon and victimized by these creeps - I can assure you it's alot more than two!

A publication ban??? I agree, what the heck is that all about? Possibly, they have it clamped down tight as they are still investigating. I have a long list of child arrestees who I haven't been able to track down. Maybe they do "embargo" them. I'm not so sure, though, that Frank Lombard is connected to Julie Carr. Frank was most definitely a sting, I think. Julie's a piece of work, isn't she? I almost lost my nice glas of wine over that photo. I want to keep a close eye on her.

There's a whole lot of arrests going down right now. Remember, Chris Bowersox, the LEO from Bakersfield, CA was busted due to the arrest of a man in Florida. They had discussed Jeffrey Dahmer type crimes together all the while Bowersox was the anit-graffiti cop for Bakersfield. I have a feeling that when the Mohler case broke in November, something shook loose. I still remember the words of that sheriff saying that there were going to be a lot of arrests and many more victims in other jurisdictions and states. Well.....

This is going to sound very "out there" and it probably is. However, we can't forget that Father John Duarte of Windsor, Canada was extradited from the Dominican Republic due to his long time abuse of Haitian boys. I've felt for a long time that there could be some connection between Laura Silsby and her ill-fated mission to Haiti, Fr. Duarte, and Jorge Puello (the man of 1000 names who purportedly tried to represent her in Haiti). He's just been picked up on trafficking charges from El Salvador.

This could all be the result of far more advanced tracking ability or there could, indeed, be some sort of ring or connection. Surely not all jewelry heists or drug deals are connected but I still wonder. I'm just pleased as punch as each arrest gets announced as that's one more slimeball out of the pool. That's always good for the children.

Does Julie's T-shirt say "Bad Angel"? Give me a break. Concerning the fact that she was arrested in June 2009, I'm wondering when she was indicted. I've been surprised by the length of time which the feds can hold people before indicting them. Martin Cordry, which very well might have a close link to the Mohlers was arrested in Dec. 2008 on multiple child charges but not indicted until this month. We need to figure exactly what sort of process is going on. I'm very hopeful that Julie's children are now safe and in protective custody.

Concerning Frank Lombard, I took a very strong interest in that case as I was utterly disgusted with Mr. Lombard's crime. I worked so hard to open up adoption for gay and lesbian couples and his actions set back the clock about 10 years. I seem to remember a plea deal with a man in another state (not Maine) before the sting occurred. I'll check my notes on that one.

IA - she's disgusting! I live 15 minutes away from where this creepette lived/was arrested and I can't find $hit on her or the case - I'm beginning to wonder just how far this "publication ban" extends...

There certainly are alot of arrests going down related to CP - I'd love to have a thread for each state to post/track latest arrests/cases related specifically to child . It would help (at some point) pinpoint interstate connections/investigations.

Although I'm thrilled to see the effort and work going into apprehending these creeps, it takes time to perform the computer forensics. In the interim, while the investigation is ongoing, it leaves children in danger (The Somer Thompson case - just one that we know of recently), and concerns me. I'm not claiming to have the answer to the issue just yet but I do believe that it's something that needs to be seriously looked at. As a parent, I would be enraged to learn, after my child was raped and/or killed by one of these creeps, that, not only were they on LE's radar, they were under investigation at that time. Take for example Julie Carr - her case is still pending and she was arrested in June 09' (ten months ago). In the meantime she isn't listed as a registered sex offender because she hasn't been convicted yet (regardless of the fact that there is video-tape substantiating her crime), likewise with all of these perps who are arrested and awaiting trail. The same was stated in the latest article regarding Dr. York's arrest - there are more arrests to come. Great, but on the other end the bail/bond amounts need to be beefed up to reflect the seriously of the crime - not to mention the hard work done by those in LE who do the investigating and apprehension - kind of a slap in their face too IMO.

I don't think that it's "out there" at all. Matter of fact, unlike jewelry heists & frug deals, those involved in CP network. They have to - either to find/view it or to sell/trade it. This crime is "internet dependent", unlike jewelry heists and drug deals.

She's bad alright but she ain't no angel - more like a demon. I agree, we do need to figure out the process. What I've learned thus far about "the process" is that during the investigative phase and even after the arrest(s), everything is kept very hush-hush... I'd like to believe that Julies's children are safe and in protective custody now too but I couldn't tell you if that's true because so little has been reported on this case. However, I would not be surprised to learn, considering how DHHS (Department of Health & Human Services in Maine/child protective services, called DCF in Florida,..) supports family reunification, regardless of sexual abuse, that her children were with her or placed with a family member (which may as well be her...). Nothing surprises me as far as Maine's DHHS goes - nothing.

A Skowhegan man has been arrested on child charges.

Police say a voluntary search of 50 year old Rodney Davis' computer revealed sexually explicit material of kids under 12.

Davis is a lifetime registered sex offender in Maine and is required to report every 90 days to the local police department.

Davis was convicted in 1992 for gross sexual assault on victims under the age of 12.

Davis also has one prior arrest for failing to comply with the sex offender registration guidelines.

Apparently Mr. Davis isn't incarcerated as both, Family Watchdog & Maine's RSO website, list his home addy - usually if they're in jail it will state that.

AAAAACK!!!!! I have family there too. This is blowing my mind!!

Maine is so beautiful...but I guess it would be a haven for pervs like this as much of the state is so rural and remote. I'm so glad that thanks to technology, these 's no longer have woods and back roads to hide behind.

I know this thread is a bit old at this point, but I hope it's contributors are subscribed to it and will get this update. Maine's loss is North Carolina's gain. Offender york is living in the suburbs. Apparently he never served any time and has a couple of years of probation. His medical license is surrendered and it doesn't appear he will ever get it back.

update--Thanks for the info. It's actually quite unusual, in my experience for offenders to get permission to move to another state. Quite possibly the fact that the man WAS a doctor gave him special privileges. I'm going to hope that he was allowed to move for reasons such as caring for elder parents or something like that. Moving from state to state makes tracking so difficult. As if the good people of North Carolina are going to know who this man is.

Another issue for people in Maine--check your laws. I believe that Maine is fighting the same battle as Oregon. Judges are agreeing that "just looking" is not a crime as the laws don't actually preclude it. Our AG is introducing new legislation to outlaw any looking. I seem to remember a recent case from Maine where another professional had several of his counts thrown out due to the way the law was written. Might be a good time for an email to your legislators. Maine has several high profile cases right now. I'm closely watching Rob Mocarsky.



ETA: For those following this guy's case, I would keep a close eye on his actions. Other doctors ie. former Dr. Mel Levine, have been known to give up their license but to still consult, write, and attend speaking engagements while using the title. Several of us on the former Dr. William Ayres site have called and made complaints about that. Levine was an extremely well respected child development and educational writer and doctor. Google his name. He wrote some ground-breaking books which I imagine are still on educators' and parents' bookshelves (not mine!!). Levine gave up his license when 51 former male patients sued him but there he was, out giving trainings and speeches and using the doctor title. It's pretty sad to google this guy and come up with all the fine stuff he wrote alongside all the forum posts on the malesurvivor site. I'll make a note to keep checking on York.

York was sentenced to four months in jail and two years probation in October 2010. As is typical, it looks like he "earned" a day for every three days served and got out a bit early (or possibly never served any time). I'm very surprised that they immediately allowed him to head off to NC as usually states are hesitant to do a courtesy supervision of an offender, especially when they are so new to probation. That's the time that the are extremely tough and most parolees end up with a few violations until they realize that the rules apply to them.

You sure know a lot about how this stuff works. Thanks for all your information. I can asure you that his neighbors will know exacly who and what he is:innocent:

Sadly, he lives directly across from the homeowners' association pool and play ground. This is not against the sex offender laws in NC since they are privately owned. He is not allowed near publicly (government) owned playgrounds and schools. I'm hoping there are some conditions of his probation that might preclude him from living where he does. I'll be following up on that.

update--You'd be shocked at how many people have no earthly clue as to what the sex offender restrictions are in their state. Here in Oregon, there are no laws on the books AT ALL concerning where an offender lives or goes. A PO can set restrictions, which are followed up by polygraphs, but there are no actual laws. If a RSO wanted to attend a grade school performance, he could. If he wants to hang out in a park, he can. It's totally at the discretion of the PO.

I'm just stating fact and not giving my opinion on these issues. I have widely divirgent opinions, if the truth be known.
