I dunno for sure about these neighbors, but out of curiosity I looked up what medical uses there would be for an air compressor. There are medical air compressors used for ventilating patients. I dunno if this helps any. Medical air compressors are quiet though. Unless maybe you can use a regular air compressor, but seeing as it cuts off and then on, I really don't know.
