I just don't understand...

How could someone not report seeing this man.

Rest in peace Johnnie.

The people who were seeing his body were also homeless, huddled around a fire in a barrel to keep from freezing, and hoping for something to eat. Detroit is in meltdown, out of control. There is no room in shelters and its bitterly cold. The homeless are immune to horror - they live it every day.
