JUNE 1994

In June 1994, a man, that cops thought was from Russia, was pulled from the waterway.

Investigators discovered two Moscow subway tickets and a lighter as they combed the scene for clues.

Officers discovered the man was wearing size 24EE tennis sneakers – a foreign shoe size.

I would say it's highly unlikely that Julius Frano is the unidentified person found in Detroit in 1994. The missing of JF is most likely dependent of the situation in Russia in the early 1990s, with the Soviet Union split up in several countries, political instability, the rise of organised crime, and corrupt police. JF was of Slovak descent, and on 1 January 1993 Czechoslovakia had friendly been divided into the Czech Republic and Slovakia, so he might have return there, and never knew that he was reported missing in Moscow. I would guess it could have been easy to 'disappear' in those circumstances if a person wanted.

How long do the US keep records of who enters the country? If a Slovak, or Russian, travelled to the US in the 1990s, they would need a visa, issued by the US Embassy in Moscow.

It’s a long shot, but it feels like a step in the right direction. I’ll leave this here as a starting point in case anyone wants to dig into missing Russians from the early 90s. If anyone decides to take it on, I hope they share what they uncover here.

Well, according to NamUs the subway tokens, and lighter, was not found on the body, but "near the body". As the body had been pulled from the river, is it certain that they had belonged to the man, or were they trash?
