Twelve years today, the world lost a beautiful young woman who had so much promise. Brutally murdered, and her family has had to suffer through the anguish of no one being brought to justice. I wish this family justice, and peace.

Hi All,

I hope everyone is well and wish everyone a Merry Christmas and a Happy New Year. This is a very long post, but I hope everyone reads it in its entirety.

My family’s Christmas is missing my granddaughter, Julia Niswender, for the 12th year. She was a senior at Eastern Michigan University when someone got into her apartment at Peninsular Place in Ypsilanti, Michigan and brutally raped and murdered her in December of 2012. Her cause of death was suffocation associated with drowning. The preparator(s) held her head under water in a filled bathtub until she died. I cannot imagine the pain and suffering she had to endure. Her murder has not been solved by the Ypsilanti Police Department who along with other city officials have proven themselves to be very uncooperative with my family. There is a definite lack of communication between Ypsilanti and my entire family, especially Julia’s mother, my daughter, Kim Turnquist. Kim has been fighting leukemia for over a year and in August, she received a bone marrow transplant. Since then, she has been doing well and is on her way to a full recovery.

I have attempted to communicate with the Ypsilanti Police Department Chief as well as members of the City government with extraordinarily little response. I am asking all my friends and family to send an email to the city of Ypsilanti officials demanding action and communications with my family. They have not had a detective on their police force for almost 2 years and yet they refuse assistance from various outside organizations. I have been working with the Cold Case Foundation for many years and they have tried to contact Ypsilanti but they have been ignored. Julia’s case is a cold case. Something needs to be done!

Here's an interesting article about the Ypsilanti Police Department's current "problems". Now we know why no one is working Julia's case..... they have no detectives!
 
Well, it looks like Ypsilanti Police will need a new Chief as Chief Kirk Moore is retiring very soon! He has only been there since April of 2023 when he was hired. That means we will be dealing with a "new" Chief of Police once the city hires one. Since Julia's murder, there have been three different Police Chiefs! Ypsilanti has had serious staffing issues since Kirk Moore became Chief. The detective who worked Julia's case for almost 10 years retired soon after Chief Moore was hired. Not sure but there may have been personality conflicts between the two. We continue to press for Julia's case to be handed over to a different agency such as the County Sheriff or the Michigan State Police. I have emailed the Michigan Attorney General to see if their office can be of assistance on this matter.
 
Ypsilanti now has an Interim Chief who is Capt. Timothy Anderson. Since he became the I/Chief, he has been in contact with my entire family. We have had video meetings, and he is advancing Julia's case. He seems to be very dedicated to solving Julia's case and has done many things that show "promise". There have been many things done since he took over and we think he is the "angel" who has arrived to finally find Justice for Julia. He has made contact with many "outside" agencies and has received their cooperation. All in all, we are very grateful that he is working on her case.
