Traverse City police say the death is being treated as suspicious.
The woman has been identified as Morgan Victoria Fawn Elmer of Traverse City and formerly of Bellevue.
Police said a fisherman noticed the submerged vehicle about 10 a.m. Tuesday, Oct. 3 and called police. The light-colored van was found about 100 feet off the Lot D boat launch.

Traverse City police detectives interviewed a man who was with Elmer 22 of Traverse City, formerly of Bellevue in the Boardman River boat launch parking lot at about midnight last Monday, just 10 hours before a fisherman spotted the van underwater Tuesday, said police Capt. Keith Gillis.
"We're following up on (his) statements," Gillis said. "It narrows the time frame a bit."
Detectives previously spoke with someone who had last seen Elmer at 4 p.m. Monday.
