The victim's partial remains were discovered at the North Bank of Biscayne Bay near 105 Street and Biscayne Boulevard by someone who had been aware of a strong smell attributed to a dead sea cow at the same location.

The victim's head and one or more limbs were not recovered.

North Bank of Biscayne Bay near 105 Street and Biscayne Boulevard by someone who had been aware of a strong smell....

I wonder who this someone was, and if they frequented the area to fish, or lived nearby. The area he was found could mean the remains floated in from the bay via the ocean. There were a few hurricanes and tropical storms prior to the remains being found. They were not direct hits to SEFL but they still cause water to rise, stir up debris, dislodge a body, etc.
