It was there that deputies made contact with him, as he had been called in as a suspicious person. Two days later, his family reported him missing, stating he had not made contact with them since June 24th."

Blaine seems to have had some issues with law enforcement back in 2020, which ended with him in the woods near Hwy 93 N.

[...] Oliver reached Gilliard Road before abandoning his vehicle and attempting to flee on foot into the nearby woods. [. . .] The fugitive was finally spotted from an alert resident walking down Highway 93 North just before 9 a.m. Thursday."
