It's not super unusual for a 2 year old to be "nonverbal" so it's a little odd to me for it (and "autistic") to have been such an immediate part of the report. That combined with the scalp injuries (that look to me like they were inflicted as part of the hair braiding) raise questions, I think.

My 3yo grandson is autistic and nonverbal until recently (and he still doesn’t say much). I would absolutely make that a priority for people to know.
