What will happen to Mohamed Noor or his partner?
Hennepin County Attorney Mike Freeman is the man who will determine whether either officer should be charged in the weekend shooting of Ms Damond.
Minnesota Police Chief Janee Harteau described the death as “tragic”.
“I understand why so many people have so many questions at this point,” the statement said.
“I have many of the same questions and it is why we immediately asked for an external and independent investigation into the officer-involved shooting death.
“I’ve asked for the investigation to be expedited to provide transparency and to answer as many questions as quickly as we can”.
Ms Damond’s death is being investigated by the Minnesota Bureau of Criminal Apprehension, not the Minneapolis Police Department.
Officer Noor and his partner are on paid administrative leave.

But the crime stats are evidence of what the police are dealing with. And the stats were in response to the earlier statement, about how unbelieveble it is someone might get shot during a traffic stop. The stats are a way of explaining what the officers are dealing with in that city.

It does not matter if it is a high crime area or not. Criminals go to nicer areas to do home invasions and rapes and car jackings quite often.

I agree totally that this victim was not doing anything criminal and should not have been shot.[ for any reason that we are now aware of anyway. ]

But when 340 people are shot in one week in one city, the cops have good reason to be on high alert at all times. Especially at night in an alley.

340 ARE NOT SHOT IN ONE WEEK. It is a lot, but this year so far.

We Minnesotans do call Minneapolis Murderapolis as Minnesota has very low crime. Minneapolis has gotten a lot better in terms of murder, It is a beautiful vibrant city with lots of lakes and culture. But poverty never helps anyone.

According to a source, the driver of the squad car was Matthew Harrity. Harrity was announced as a community service officer in January 2016, according to a city bulletin.

At last check, according to sources, neither officer had spoken to BCA investigators about the incident.

City records show Harrity has one open complaint on file.

Does the US allow dual citizenship? My mother was American and she had to make a choice. it may well have changed between then and now.

I have dual citizenship. US and an EU country. There may still be countries that do not allow dual. If you have Irish ancestry, you can get Irish citizenship I guess. Dual citizenship is a great blessing

Guess you should speak to this coroner then, I didn't write the report! Have you read any of the reports or links regarding this matter? You keep asking for links for citizenship and what not but even with them your opinion is the same. Hypothetically, If this was your daughter would you have these same views?

A law enforcement source told CSB News' Pat Milton on Monday that it was still unclear why the officer had discharged his weapon. The officer apparently had his gun drawn when he and his partner arrived at the scene in their cruiser.

If the source is correct, that is beyond alarming. Was he just wanting to shoot someone? Why on earth would he have his gun drawn upon arrival? What a mess.

Obviously this is your opinion, but I take offense to it......The HORROR is when an unarmed PERSON (or human as you may relate to) is shot and killed.....not during the comission of a crime....when posing no threat to anyone.....there have been MANY other instances where outrage has been expressed when a shooting isn't justified. I understand that because of tensions in the US the race card is likely to be played, but I hope that we can keep things above board and not insinuate that the only reason people are OUTRAGED by this is that Justine was white. MOO

I disagree with this totally. Just look at the comments in here re Tamir Rice for instance. Look at the comments re Philando. Look at the comments of people re the people rioting about the injustice of the shootings.

The proof is written down .

The comments re the most wonderful of Governor's , Minnesota Governor Mark Dayton who had questions re the police shooting of Castile can be seen in black print and video. I love Mark Dayton, a true humanitarian.

I don't think so, in this particular case. I think they will bring manslaughter charges.

Based on history, that is exactly what will happen. And just like Jeronimo Yanez, the shooter will be found not guilty. Americans love to empower these cops to murder innocent people, and as long as that support continues, the cops will continue to do what they are doing.

You are holding LE and Justine to completely different standards. With LE - we don't have the facts so the shooting must have been justified. With Justine - we don't have the facts so she must be an illegal immigrant who was doing drugs and drunk and attempting to attack police? Time to scroll and roll......MOo
THIS, EXACTLY. It happens every time. Seriously. The only thread I've seen when no one could even fabricate why the victim "deserved it," is Jordan Edwards'. But then, there are very few posts there. I hate this double standard.

I simply find it appalling how many people out there simply cannot, will not comprehend that someone in LE can be in the wrong. It's as if their minds are unable to process it.

What happened to her was a disgrace.

This. I'm not Australian, but also live in a country where one does not need to be fearful of being shot by police. Do police shootings happen? Rarely. But never an unarmed person. My brother has been an LE officer for over 20 years.....and we have our own racism problems, but he has never discharged his. weapon. This "shoot first, ask questions late" mentally doesn't exist. LE officers have a tough job, the stress they go through, the danger they experience......to the 99% of good cops out there - I thank you for your service and commend you. But just like any profession, there are bad seeds.

An Australian women would mostly likely not be afraid of the police. I'm not afraid of the police (unless I'm speeding and then I'm not afraid.....just sheepish).....this one hits home to me because I could be her. From reports it appears that she heard something she thought was an assault (likely screams), called 911 and maybe went to try and help. She didn't have a weapon because she didn't own one. She sees the police show up and goes to talk to them - bc that's what someone who was raised in a country where cops are not to be feared would do. I am saddened that so many of you say you would never do that - I get it - your reactions are coloured by experience. But Justine did not grow up with this fear of police. Police are (in almost all cases) there to help. I wouldn't think twice about doing what it seems she did in that fateful night.......and the absolute last thing from my mind would be that I had anything to fear from the police.....MOO

In the US, the police are a paramilitary force. They are armed with all the weapons an army has, assault rifles, tanks, helicopter gunships, bombs, etc. Most of the cops are war veterans who have come back from overseas. They just continue to do the same job they were doing overseas. Per that training everybody is their enemy. It's a very scary situation to be in.

Police officers must turn their body cameras on to record, but the Minneapolis Star Tribune reported they also "constantly record a 30-second video buffer, a so-called 'lookback' that allows officers to capture whatever happened in the half-minute before it's activated".
There has been no evidence that feature was used by the police officers either.

I wonder if they even had the bodycams in the passenger area of the car? Were they in the trunk? Had they somehow been completely disabled or turned off? Sounds very suspicious and odd for two cops who had so little experience, one who had so many problems.

I agree, i can't imagine why he would have his gun out. I also wonder if the officers being in the vehicle is reason why no body cameras were on, the cruiser's camera would show activity in the front off the vehicle.

I think the truth will come out from officer Harrity's testimony/interview.

Sounds like he came very close to killing his own partner. Hopefully, Harrity will not feel any obligation to cover up for Noor as he's such a dangerous person to fellow officers.

This map shows the only encounter was at the end of the alley. I think #3 is just trying to show that the car was in the alley and driving to the end where Justine was.

She walked past 8 houses to the alley end, trying to figure out where the screaming was coming from. I wonder if she was talking with the 911 operator as she walked and waited.

The screaming was what I believe she heard in the alley and why she was reporting a sexual assault.

Hiding from the cops in fear?

That was my thought, and the reason she went to the car was to tell the cops he ran that way or I saw him over there.

Yes, Americans can have dual citizen ship. But some countries don't allow it.
