If he were an average citizen, presumably he would have been arrested and charged a long time ago. He shot a woman who was not armed, and who called 911 to get help. And yet no charges? Why?

Because he is a police officer and was afraid someone was going to hurt him.

I hope these delays in LE investigation is not an attempt to stall until the outrage quiets down before they announce "no charges to be filed" against Noor. I can not, for the life of me, understand action not being taken against him. If this were a average citizen, this person would already have filed against them. Involuntary manslaughter at the least. The previous LE chief was removed and I think it was she basically stated Noor actions were unacceptable. The mayor and the rest of the city officials are in CYA mode. Regardless of what they do, the civil ramifications ($$$) are going to be horrendous. They are in a very bad spot. If they charge Noor, it sets a precedence, if not the $$$ cost is going to be higher because those that have suffered from this will feel Justine life was not respected by MPD. Everything I have read and researched has indicated Justine was a great human being. Enough said. I'll get off my soap box now. Happiness to all.
All Of This Is My Own Opinion!!!

If she was not a great human being, it would be OK that she was shot?

Did she have connections with the NA community?

not to my knowledge...she was very spiritual and in her talks to her audiences at the center in Minneapolis she would always pay respect to those that were on this land before us...in the case of the land near the lake it was native americans...I think she used sage in life . I know people that use it to clear out a room/house of bad vibes...evil ....call it what you will. Just part of her life .

This is an article I found about last night http://www.smh.com.au/national/justine-damond-remembered-at-minneapolis-memorial-20170812-gxust8. Some interesting details in there. The longer this goes without charging him the worse it will get if they do not. But a county attorney will not charge if they feel that don't have the evidence to win the case...especially after just losing the Castile case. As far as I know we have one witness Harrity and he was talking ambush...not promising.

I would hope you are intelligent enough to realize my meaning by that statement. This is a serious situation, so I don't feel we need the "grammar police". My meaning should be apparent to most.

Thank you for going to the service. I think many of us were with you in spirit.

Not grammar police. Grammar has to do with parts of language.

I wish more people realized that.

Unfortunately most people have the 'It will never happen to me' attitude. More people do realize it every day, but their numbers are small. By the time enough people do realize it, it might be too late to change anything.

"The search warrant application was filed on Thursday by an agent with the Minnesota Bureau of Criminal Apprehension. The agent requested permission to download data from the iPhones issued by the Minneapolis Police Department."

In reading this I was frankly astonished that just this past week...one day prior to the memorial they are downloading data from the phones which I assume and hope have been in the possession of BCA. Why would this request not have been made immediately???

I think they read the texts, call logs and did the ping map immediately. But downloading it requires a warrant so they are just getting around to the legal documentation now.

Why hasn't this officer been arrested yet? He clearly shot this poor lady deliberately, she having done nothing extraordinary to provoke him into discharging his weapon into her abdomen. I continue to be outraged at the utter senselessness, the unimaginable unfairness of it all, attempting to blame the victim for having been shot like a rabid dog because some rookie cop was trigger happy and spooked. A life has been stolen and Justine won't get another chance. Why won't this officer talk? If he felt threatened or suspected he was in harm's way then he should have little reason to fear by explaining why he discharged his weapon. The fact that he won't talk, won't cooperate raises serious flags. It seems so cowardly. Thank you Websleuths for letting me vent.

Boy I agree and another red flag was put up today...I read in the local paper that they were searching Justine's home again today...I could not finish the article but just the fact that they are in there looking for what???? More things to try to make this her fault?????

Tried to find article regarding a second search of Jardine's home but could not find anything else except a reprint regarding the first search. The reprint covered the execution of the first Search Warrant, but the date on the article was Aug 14, 2017, Monday. It could be confusing, making a person think because it was dated Aug 14 indicated a second (new) search. Below is a link to that article if I can get it posted.

Really? They are searching her home again? What are they looking for? Have they searched her killer's home or his partner?

sorry....that article was referring to the first and only search that I am aware of ...just people wondering why they did it etc. this has all been hashed over here on WS...I guess I look everyday trying to find something new and there is nothing....the longer this goes the more I feel they are going to make an announcement that there will be no charges...as one watches the national news one can only get a bit down on things including this case.

Yep, I posted very early in this case that the investigation appears to be slanted toward helping the police officer. I would probably feel differently if it was reported that the officer's house had been searched as well. He could just have easily been under the influence of drugs and/or influenced by other personal issues.
