First it was a loud noise that startled the officers, but I bet there was no noise. (now that the witness has come forward the story has changed... the partner said it was a noise now the shooter says it was the fact that she ran up to the car, wow)

In light of everything that has gone down since Sat. listen to this call again...I noted some things that I did not before...http://www.mnpoliceclips.com/Minneapolis-----XX-Washburn-Ave-S---ShootingIt-sounds-.html ...clearly the dispatch noted shotS and then said 2 shots...later in the recording another car or dispatch said something about those sounds being fireworks...and then they said they were shots...so if Noor is saying he is "startled" I don't think a noise had anything to do with it and clearly there were no fireworks so he can take that off his defense list. Is anyone hearing that differently. And given they are talking SHOTS not just one I think it is more likely it was a purposeful shot or as Noor's family calls is "unfortunate"! And there was mention of a neighbor hearing the shots (more than one) and we may now have the biker.

Posters already speculated after hearing driver's cop story that the loud noise he heard just before victim approached his window could have been in fact the noise of shot(s) fired. Victim died from a single gun shot wound to the abdomen. But that doesn't mean there was only a single shot fired, as a shot could have missed.

for some reason I originally thought there was some talk of the "fireworks" startling him but maybe it was just me that heard that...anyway no matter what no excuses!! But he will say he was "Afraid" "Ambush" or "Ambien" and none of those work for us but not sure about the police reaction to this . No one talking. No union coming out.

Yes, there was speculations (published in msm) that supposed loud noise could have been fireworks.

Good question on the governor...one statement by Gov. Dayton that I am aware of . Not much involvement. As to Betsy Hodges..I do not think she will step down with elections coming soon..I mean let the voters decide. My opinion is she is going to be all over this case to try to improve her chances of being re-elected. I live just next to Minneapolis..blocks from in in a suburb so will not have a chance to vote for/against her. I really hope that among the people running there is someone that is not an extremist and can step in and do better. In listening to her press conf. I am not impressed with Betsy.she often smiles like it is a photo shoot when the topic is so serious and repeats her buzz words...sometimes it seems more like a campaign speech and I hear many around saying the same.But I can say after seeing last nights' events that anyone doing this job is taking a risk to their own life and that of their family. it is a shame but going downtown these days where you need to park in a ramp etc. is just off the radar for many...again all opinion.

I'm curious about the other mayoral candidates and if any of them have spoken out.

And as far as I know, Noor hasn't given a statement, so a reporter saying what he was thinking and why he shot Justine is just speculation....IMO

Nothing from the union, which makes me think they don't agree with his actions, but the person who spoke out saying this was a "tragedy", this "shouldn't have happened", "needless death", etc, etc.....has been fired.......MOO

He killed an innocent person then has the audacity to try and make himself a victim. Oh well....

There is one other council person who along with Ms. Palmisano spoke out on wanting the chief out..Jacob Frey...I think that most are behind this but not sure. He is also running for mayor so speaking out more than others on this. I have not heard about any of the other candidates but assume this will be a hot topic at any forums leading up to the election.

I don't think he can arrest him at that point. But he can testify against him and he can tell his superiors, immediately, what transpired.

I think Harrity should have been able to arrest him on the spot...as a citizen or as a cop. Hope someday we can get his full story..really can anticipate what Noor's story is but it is Harrity that I want to hear from.

Let's say that the two cops were just walking down the street, going to get some lunch. And one of them inexplicably opened fire at a woman walking by, for no reason at all, and looked like he was going to shoot again...

In that case, I think Harrity would have been able to make an arrest or even shoot his partner, if necessary. If it was totally obvious that the guy just snapped and was shooting like a crazy maniac, then he could be arrested immediately.

But I do think there are some elements in this situation that prevented his immediate arrest. I think they were both aware of recent attempts to lure officers into traps, so they were both on high alert. And if she did run at them from the darkness, they might have been startled. THAT IS NO REASON TO SHOOT HER...not at all.

But I don't think it warranted him being arrested by his partner on the spot. JMO

Yea, this idea of being startled because she ran towards their car is not going to fly. They are cops! Thats what happens, people come running to you for help. Total BS. But ya never know. From what we have seen in the recent past. You just never know....

Look up the police union head. Is it Kroll? What has he said about other cop killings

well from a quick check on local articles indicate besides have a Police Chief that was controversial...and a mayor not at all popular with many...it seems that Mr. Kroll has a reputation to be a racist based on a number of officer shootings ...now with this one not a clue where he is going to go but his job is to protect his force. So far he has defended the officers and they either have not been charged or as in Philando found not guilty..

What area does his position cover? Even suburban and St. Paul?
