Are grand jury proceedings not secret? Why would we hear anything about it, unless there has been an indictment?

Of course they are secret. But the police union was leaking info before. Besides, once the GJ is complete we should get an announcement from Freeman.

Well, in that case the police union leadership should be arrested and charged. I don't think that much can be made of the lack of news from the grand jury. I don't think we will hear anything until there is an indictment, if there is one.

I can't think of any case where grand jury proceedings were leaked, except in a few cases after the fact. In those cases it was by grand jury members who felt the need to violate their oath and talk to the media anyway.

Unfortunately leaks from Grand Juries are not as rare as they should be. In this particular case, what was disclosed was that there was a grand jury, the numbers of police officers subpoenaed and who had already testified. Some of that was released by the Union rep, and some by the officers themselves I believe.

Penalty for 3rd degree murder in MN is 25 years; 2nd degree manslaughter is 10 years.

Third-degree murder is a name for a category of murder defined in the laws of three states in the United States, specifically Florida, Minnesota, and Pennsylvania. It was also formerly defined in New Mexico (which once had five degrees of murder) and Wisconsin. Depending on the state, third-degree murder may include felony murder regardless of the underlying felony, felony murder only where the underlying felony is non-violent, or depraved-heart murder. It is punishable by a maximum of 40 years imprisonment in Florida (in the case of a violent career criminal) and Pennsylvania, and 25 years imprisonment in Minnesota.

Second degree manslaughter is very different from first degree manslaughter because it has to do with being reckless. In Minnesota, second degree manslaughter is defined as causing death “by the person’s culpable negligence whereby the person creates an unreasonable risk, and consciously takes chances of causing death or great bodily harm to another.”

Mr Freeman says the GJ process was used to subpoena individuals (officers) who would not cooperate with the investigation. (paraphrased as best as I remember).

He also emphasized that he alone made the charging decision.

Shooting across the lap of his partner at something he could not see evidences "depraved heart" and recklessness, per comments of Mr. Freeman (DA).

Used investigative power of GJ, not charging powers. First time in his (Freeman's) experience that officers would not cooperate.

He says now public knows who the one is who decided the charges (him) and voters have a remedy at the ballot box if they don't agree. He dislikes the secrecy of the GJ process, believes public has a right to know the process. (paraphrase)

Noor turned himself in at 11:16 am. County attorney asking for $500,000 bail, which Freeman says is standard baseline in all homicides. Arraignment likely tomorrow, when bail will be determined by judge. (paraphrase from live presser)

I wonder if his partner has any permanent hearing loss due to a gun being fired right next to his head.

This whole incident has stunk from day one. There's NO excuse whatsoever for this officer's actions. He needs to be punished and some measure of justice restored to the family of this poor woman who was basically executed.
