''ST. PAUL, Minn. -- Authorities are requesting the public's assistance in locating a 34-year-old woman who hasn't had contact with her family for over a month.

The Minnesota Bureau of Criminal Apprehension issued a missing person alert for Manijeh "Mani" Starren. She had contact with family in St. Paul around April 21, but has not been in touch with family or friends since.''

Starren is believed to be on foot. She's described as 5-foot-10, 145 pounds with blonde hair and green eyes. She has several tattoos, including an angel wing on her stomach, a "lifeline" on her shoulder, and mountains on her arm.

Anyone who sees Starren or knows her whereabouts is asked to call 911 or the St. Paul Police Department at 651-291-1111. ''
 

“Police are looking for her and we’ve exhausted a lot of our leads, and are asking for the public to help us,” Ernster said Tuesday.

Starren is described in the BCA alert as white, tall (5 foot, 10 inches) and blonde, with green eyes. She weighs approximately 145 pounds. She has several tattoos, including one of angel wings on her stomach with the initials MS and a heart. She also has a lifeline tattoo on her shoulder and mountains on her arm with the words “KEEP Going.”

 

St. Paul police carried out a search warrant Monday during an investigation into a missing 34-year-old and said a man started a fire and another fought with SWAT officers.

Manijeh “Mani” Starren, who hasn’t had contact with her family since around around April 21, remains missing.

On Monday just before 10 a.m., the St. Paul police SWAT team went to an apartment building at 89 Century Avenue North in Maplewood with a search warrant related to the Starren missing person case, said Sgt. Mike Ernster, a St. Paul police spokesman.

Police took one person out of an apartment safely, but two men barricaded themselves and one started a fire, Ernster said. SWAT members went into the apartment and put out the fire.

Officers got one man out of the apartment without incident. The other man fought with SWAT officers during his arrest, and two officers were treated at Regions Hospital for minor injuries. Police took the man into custody and he was transported to Regions for treatment for smoke inhalation and minor injuries, Ernster said.

Every part of this article is horrible, but this detail is particularly concerning:
During the press conference, Ernster said that police were also searching for 33-year-old Fanta Xayavong, who was last seen in July of 2021. A report for her was not made until May of 2023, and she was last seen with Jorgenson, possibly in Shoreview.

Investigators identified a person of interest, identified as 40-year-old Joseph S. Jorgenson, after a review of surveillance footage showed him entering Starren’s apartment after her disappearance and making no effort to report her missing, the news release says. The St. Paul SWAT Team then executed a search warrant at Joregenson’s Maplewood apartment on Monday and reported that he started a fire once SWAT members entered the unit.
 
“Thank you to the officers for following every lead,” Starren’s brother wrote on Facebook after her body was found. “My beautiful sister you will be missed greatly! Heaven has gotten a new Angel and we haven’t stopped looking and found you to bring you home!... Hope you are sitting with Grandpa fishing and watching dolphins up there fly high! I LOVE YOU!!”

Joseph Steven Jorgenson, 40, was charged with second-degree murder on June 30 for the death of Manijeh “Mani” Starren, 34, whose dismembered body was found in a storage unit in Woodbury, east of St. Paul. Starren, a mother of three, had disappeared April 21, according to a missing person alert. Jorgenson has not yet entered a plea, and the local public defender’s office did not immediately respond to a request for comment.

On July 7, police said in a news conference that they had found the remains of Fanta Xayavong, 33, in a separate storage unit in Coon Rapids, north of Minneapolis and 30 miles from the unit where Starren’s body had been discovered.

A Maplewood man admitted in graphic detail Thursday in Ramsey County District Court the actions he took to murder two women he dated within a two-year span, as well as how he dismembered their corpses and stashed them in two storage lockers before they were discovered in 2023.

Joseph Steven Jorgenson, 41, pleaded guilty to two counts of second-degree murder for the dismemberment killings of Fanta Xayavong of Shoreview in September 2021, and Manijeh “Mani” Starren of St. Paul in April 2023.

In the spring of 2023, Jorgenson said he and Starren got into an argument. She asked him to leave her apartment, and he told court officials that he got upset and started hitting her. Jorgenson said he then choked her until she died and admitted he was trying to kill her.

Jorgenson said he then dismembered Starren’s body with a razor blade and brought her to his Maplewood apartment before moving her to a storage unit in Woodbury.

As part of the plea deal, the state agreed to dismiss a third case in which he was charged with arson, threats of violence and disarming an officer when law enforcement executed a search warrant at his apartment in connection to Starren’s disappearance.

A Minnesota man pleaded guilty Thursday to second-degree murder charges in the killings of two missing women whose dismembered bodies were discovered in St. Paul-area storage units in 2023, court documents show.

Joseph Jorgenson, 41, appeared in a Ramsey County courtroom and remained expressionless while describing in detail the murder and dismemberment of Fanta Xayavong, 33, and Manijeh “Mani” Starren, 33, NBC affiliate KARE of Minneapolis reported.

Jorgenson faces a maximum penalty of 40 years in prison for each of the killings, according to petitions he filed with the court. Those sentences will be served concurrently, the petitions show.

Jorgenson is scheduled to be sentenced Feb. 28
