Eyes: Blue; He needed eye correction. He did not wear glasses and would squint.

He had a tattoo on his right forearm. 4-5" distal from the elbow, of an ANCHOR. Also had scar over right eye

He had a ruddy appearance(complexion)


Circumstances: Melvin Wilson left home to appear in Federal court on counterfeit charges that spanned Minnesota and Wisconsin in September 1971.

I'm curious about that too. His belt is undone, is that usually a sign of assault? However, considering the circumstances it would make perfect sense that he unbuckled it himself while in the water. I'm not seeing any jewelry. Is it possible he was mugged? Also, where is the blood coming from...
