Police: 'Badly Decomposed Body' Found in St. Paul

This is an odd location for someone to be found, even if it is in a drainage ditch. This is a heavily populated and trafficked area, especially this particular intersection, with a St. Paul fire station, a clinic, and two busy restaurants on this corner.
I hope whoever this person may be is at peace, and is identified so they may be brought back to their family.
