I took a look in NAMUS to see any potential results, it seems there's only one Asian John Doe in Minnesota, and he was found one year prior to the last contact with Leung.

I'm a born & raised Minnesotan. This one stands out to me as particularly disturbing because there is just literally nothing on this gentlemen. No news articles, no nothing from family or friends anywhere on the internet or social media I've been able to find. Nothing. Nothing from the 90s, 2000s 2010s or 2020s.

How do they know what he was wearing when he disappeared but nothing beyond that? What day was he reportedly wearing those clothes? The day of he has was seen/last had contact with? Day before? Week before? Did the police or whomever take the info just not fill anything out and simply not care because he was a young male in his 20s and those people are statistically the least likely to go missing via foul play and are always the lowest priority over children, elderly, women, and other more vulnerable groups of people?

Few things though we can see from the photo and info we do have though. He's wearing a Los Campeones sweatshirt. He's 5 foot 10 inches and 220 pounds. I myself I'm 5'9 and 165 pounds. Typically in a lot of cases, someone who is 5'10 and 220 pounds would be considered but as we can see in the photo he very clearly isn't overweight and looks to be very healthy/very fit and very muscular and buff. Los Campeones is a independently owned & operated small gym chain based in Minnesota, and since they started in the 1980s they've always been more of a high end/specialty gym with memberships typically being more expensive then other mass market big box store chain gyms, and they have more specialty equipment and other higher end services offered. Lots of powerlifting and olympic equipment, etc.

Also, that picture/poster behind him is Arnold Schwarzenegger, from the 1977 bodybuilding documentary Pumping Iron, where he's flexing with his arms crossed in a classic strongman pose. This poster was a popular 1980s/1990s gym decor item. I think it's safe to say he was a pretty serious/hard core Body Builder/Lifter/Gym goer in very good, healthy physical fitness shape. Thus making it a lot more unlikely he'd be victim of an abduction, kidnapping, or an assault/mugging or attempted assault/mugging.

Also, below it we can see a Beavis & Butthead poster. Beavis & Butthead premiered in March 1993 and Timothy went missing in March 1997, so while the photo is undated and we don't know when it was taken, we can say for almost certainty it was between March 1993 and March 1997.

Great sleuthing @I_Love_Waffles !

Small correction - I don’t believe the Arnold poster is from Pumping Iron, but rather, from Cosmo magazine:

Twist: this listing dates the image to 1999.
