Especially since he's apparently been in a similar situation before - being dragged by a vehicle.ICE agents have been specifically reprimanded by their own department for stepping in front of vehicles, and for firing into vehicles. This agent knew not to put himself in the position he did, and knew he wasn’t supposed to take the fatal actions he did, but chose otherwise. This wasn’t a bad and impulsive mistake; it was a calculated and illegal action. He has no right to claim he didn’t know any better.
